Overseas Pakistanis to pay tax on all their mobile phones

Mobile is necessity these days. You need to contact families when you are at airport whther arriving or departing form one country to another. Yes I will become super rich by smuggling one personal mobile lol Your logic as as stupid as those who are working in FBR....instead of stopping genuine data theft and smuggling they are simply targeting averge consumers with one or two mobile for personal use ..read the comments of some people in here then you will know whats going on

Foreign phone will work for 2 months. With in this period you can apply to get PTA approved without paying tax, only condition is being overseas Pakistani or foreigner. And 1 mobile per year.

I like this system TBH. Too many smuggled products are being sold in Pakistan. At least mobiles now can be blocked.

People often buy iPhone from abroad because apple is not selling iPhone officially in Pakistan

was it brand new?

I don't think PTA differentiate between used and new set. It will be stupid to ask Rs50k tax for iPhone XS in few years from now.

You pay taxes on phone after two months if your phone IMEI is not registered with PTA. It dont matter if you are overseas Pakistani or permanent resident of Pakistan. Many people even complaining that their phone got blocked within few weeks..There is no proper clear procedure at place and I am sure you will see this will also change in few months

Read comment sections . When people give their IMEI then PTA would tell them whether they need to pay duty on it or not depending on origin of phones and whether you purchased them locally. selling and buying used phones is common in Pakistan and there are plenty of used phones in mobile markets and no body know if they were purchased locally or were brought from outside Pakistan so if PTA traced them as imported then you will pay duty on it

Its sold in markets here bro. In Karachi. Yes it is new.
I think some overseas Pakistan sold it in market and now you have to pay duty on it even though you are not overseas Pakistani

Dont make useless rants ... for visiting pyrposes there is a holiday of 6 months which is more than enough.

And no average consumer is being charged. Can you estimate a percentage of Pakistani loving abroad and will be visitong Pakistan for more than 60 days here ? I guess u r talking about few thousand people out of 210 millions.

Its not this easy..if I am using iPhone with faulty screen or some damage then still would be paying same duty as someone with brand new sealed iPhone is paying. Secondly some people are using cheap phones but their IMEI is showing as expensive phones.

One can just buy a cheap mobile phone after arriving in Pakistan to use it during one's stay inside Pakistan or just ask one of your relative to keep a mobile phone ready for you after you come out of the airport.
Agreed. There are lot of stupid laws and regulations in many countries but they will never question them but when it comes to Pakistan they r always critical

Solution is locally manufactured phones instead of importing old smuggled ones. Another solution is pay full price for new set which is approved by PTA. It looks like days of used smuggled phones are over.

Samsung, Huawei, and Nokia wish to start manufacturing phones in Pakistan.

According to a local newspaper, the government has decided to formulate a new mobile phone manufacturing policy.




M/s Samsung, M/s Huawei and M/s Nokia want to start manufacturing in Pakistan due to lower labor wages compared to China, well-informed sources in EDB told the newspaper.

High Labor Costs in China
The labor pay in China is very high, i.e., CNY 5,000 (PKR 105,000) for unskilled and CNY 20,000 (PKR 420,000) for the technical workforce, whereas labor and skilled workforce are available in Pakistan at very low remuneration.

They further stated that the mobile devices consist of almost 60 sub-parts manufactured by vendor industry/secondary suppliers. The mobile manufacturing plant costs around Rs. 2 billion.

According to the report, this was disclosed at a meeting of Pakistan Mobile Manufacturers and representatives of Federal Board of Revenue (FBR), Ministry of Information Technology and Telecom, Pakistan Telecommunication Authority (PTA) and EDB held on January 31, 2019.

Noman Khalid, Director PTA, informed the participants that due to International Mobile Equipment Identity (IMEI) registration the local manufacturing of mobile devices has increased.

Importing Semi Knock Down Units
He recommended that the Ministry of Industries and Production (MoI&P), in coordination with relevant stakeholders, should formulate a policy to encourage local manufacturing of mobile devices. Initially, Semi Knock Down (SKD) assembly should be encouraged with the help of tariff-based incentives, the report stated.

However, benefits offered to the SKD assembly should have a cap limit i.e. 22 months. The case study of India can be followed as an example. He further added that incentives should be given to 3G/4G mobile devices.

Companies Currently Assembling Phones in Pakistan
According to Mansoor Khan, the benefits were offered to the industry in 2015 and currently, 23 companies are assembling mobile phones in Pakistan out of which 15 are in Azad Jammu and Kashmir mainly due to tax holiday offered to industry in AJK. He proposed that tax slabs should be formulated according to manufacturing and classification of the industry.

A representative of FBR said that the government has announced amendments to encourage CKD-based manufacturing and on the import of mobile devices in SKD and CBU form.

Working on a Policy
Asim Ayaz, DGM-incharge policy, revealed that EDB policy team is working on a Mobile Phone Policy and hoped that soon Pakistan will see similar success as the automobile sector.

After a detailed discussion, the meeting decided that EDB will liaise with local manufacturers for preparation of draft mobile device policy to encourage local manufacturing of mobile devices initially as SKD assembly and later as CKD assembly operations. In this regard, the industry will submit proposals to EDB.

I think overseas Pakistanis should travel to Pakistan without mobile phones

Mobile phone fraud is prevalent in Pakistan. People bring in carrier subsidised phones from the US/UK; report it as stolen in country of origin and unlock it here for a meagre amount. This deprives the government of tax revenue if the phone was imported legally. The mechanism for determining the pricing maybe a bit outdated but it is a start to curb illegal imports.
