The Tax applies if you bring in a phone as your personal phone as an overseas Pakistani and then use it using a Pakistani sim for over 60 days. It is then essentially your personal phone as a Pakistani.

Many visitors dont stay for the stated time period so they dont fall under the rule....this is really to track down smuggled phones that STAY in the country!

Exactly, the press has the issue but also the govt needs to step up its game on media. Because even I was confused who is on PDF most of the times so you can guess about majority of overseas Pakistanis who are not connected.
