It has a governance system and state officials are selected following a frame work.
Courts are very strong and they are ultimate authority next to king.

Women cant drive.

They have to have male guardians(relatives) with them or their prermission to go outside.

Houses also have high walls to conceal women from the outside.

They can not vote or hold any high position in politics not that there is political life to begin with.

Most government buildings have separate entrances and work areas for men and women. Women have to eat in different areas of restaurants.

I am 100% for no arms sells to nations that have limited freedom for their people. Since SA has their bargaining chips they are excluded which is sad. Not that these sells are going are actually going to translate into anything but i guess if they have billions to blow on arms rather then their people they can go ahead.
