Pakistan was and will always remain on top militarily reason they spend more on defense compared to India in terms of gdp.....
They have small population to take care where as India has to take care of large population......it is very easy to turn kawasaki ninja bike like Pakistan even at 80 kms per hours speed but its very difficult to turn 16 wheels fully loaded truck like India even at 40 kms per hour speed....
They have access to top of the line American, Chinese weapons and their procurement process is not as complicated as India...... If you see their latest procurements of SH-15 artillery (nuke capable), VT-4 tanks, 8 Submarines, Type 54 frigates and other from Turkey if I am not wrong, HQ9 SAM, J10 fighters with generation ahead BVR technology, TB2 and other drones.... there is hardly anything from India as a counter procurement..... after all it comes to money and we are not as lucky to get friends like China to provide on long term soft loans or USA under major non nato ally....
Finally India is just a responsive force who will only try to match Pakistan acquisitions with whatever limited budget (this budget includes salaries and pensions too) and sources available to her.....
But I'm happy to see that inspite of having 2 nuclear and strong militaries on east and west our passion to develop economy is not deterred..... We will focus more on economy and try to avoid any major fight with Pakistan or China.....
