Operation against Chotu Gang in Rajanpur

LAHORE: At least three policemen were killed, several others injured and 25 personnel were allegedly held hostage by the Chotoo gang on Wednesday when security forces tried to enter a forest in an island in Indus River area between Rajanpur and Rahim Yar Khan.

Fierce clashes erupted shortly after some policemen tried to enter the island being used by criminals as a hideout, a senior police official told Dawn.

He said the outlaws had claimed that they had killed six policemen and injured as many. The criminals also claimed to have kidnapped 25 policemen during the fighting with security forces in riverine area of Kachi Mooro.

Zeeshan Asghar, the Rahim Yar Khan DPO, said that three policemen lost their lives in clashes with the criminals.

He said the whereabouts of a police contingent that tried to penetrate the island boundary were unknown. He was not sure about the strength of the contingent.

The ‘collateral loss’ came when the Punjab police high-ups saw ‘poor response’ from the government to their request for launch of air strikes, a senior police officer told Dawn.

He said that the police finally decided to launch the ground operation in the high-risk island, triggering a heavy fighting with criminals.

“We are under attack by criminals carrying sophisticated weapons as some policemen have seen them using 12.7mm heavy anti-aircraft machineguns,” the police official said. He said that the fierce resistance put up by criminals showed some terrorists of banned organisations might be present in the area.

Police authorities claimed to have killed a high-value target, Pehalwan alias Pallu, a leader of the notorious Chotoo gang, during the operation.

The police official said that the ground operation against criminals was not a good idea, but there was no other option as the police’s request for provision of helicopter gunships had been turned down.

The official said the request for air strikes had been made after confirmation that hideouts of gangsters were heavily fortified.

The island where they were hiding was located in the centre of the Indus River. “The 10 to 12 feet high elephant grass and bushes in the dense forest are a major hurdle for the policemen as criminals target them (police) from a much better position,” the official said.

He said that as many as 150 hardened criminals had been hiding in the forest, bordering Sindh and Balochistan.

Hundreds of people belonging to various tribes including Sudwani, Umerani and Sikhwani, a sub-caste of the Mazari tribe, were also living in the troubled area, the police official said.

A source, however, said that the claim of ownership to lead the operation was one of the major factors behind the ‘faulty strategy’ which led to police casualties.

He said that military authorities had suggested purely a Rangers’ operation in the area in November last year, but the Punjab government had remained silent over the issue.

Punjab Police spokesperson Nabial Gazanfar said that over 1600 policemen from eight nearby districts had been taking part in the Zarb-i-Ahan operation. Besides, she said, 350 Elite Commandos, a platoon of Pakistan Rangers and officials from Counter Terrorism Department were taking part in the operation.

She confirmed deaths of three policemen and identified them as Constables Qazi Obaid and Amanullah and Elite Commando Mohammad Ajmal.

Police sources in Rahim Yar Khan said that gangsters had sent a message to the police to release their accomplices in return for the policemen held hostage by them. The outlaws have also demanded a safe passage.

Typical-to say the least.
According to some sources the police went in with very poor planning and execution( apparently the police was looking to get rid of the gang, as any interrogation and further investigation would lead to the loopholes in the Punjab police. It would expose those who were helping these gangs-as per the media).
Points to note:
  • The gang is equipped heavily, with better weapons compared to the police.
  • Poor planning has lead to the loss of life and capture of some police officers.
  • How have these pocket of groups given a room to grow in strength, and enough to retaliate any attack on them for weeks? what has the police been doing?

The Police is incredibly inept and this is just one case in a long line of incidents which shows just how imperative it has become to reform the Police and build the entire institution from the ground up. I often speak for the Police and urge members to give them their due, treat them with respect and acknowledge when they do good. However, the existing institution utterly fails at the one task assigned to it, these men who have been lost and taken hostage, regrettable as it is, were taken due to their own sheer inability to perform basic law enforcing operations, or even defend themselves for that matter against a band of mere thugs. The rest of the force should continue with the operation as planned and not account for these men, if they are recovered safely then good for them but disciplinary action must still be taken, however it must not be like last time when the same gang was able to take several policemen hostage along with an armoured personnel carrier by some miracle that I am at a loss to explain, and the entire operation had to be called off for securing their release.
I reckon there is a lot to learn from KPK police, one can say what they want the 'politicization' of police is what is keeping it from becoming a formidable and trust-able force. Everyone knows the conduct of Sindh and Punjab police and their ineffectiveness. We need to equip our police with better weapons, apparently the gang has better weapons compared to the police. Give them better training, better protection gear.
Performance of the police can easily become better once the political factor is removed from the equation. KPK is becoming a good example in this regard.

Correct. Some of the witnesses have backed out from their statements, due to the threats and pressure from the political elite involved in Kasur case. Even then we have some witnesses willing to continue. The justice system is too slow. It only highlights us as people, we easily forget these incidents. We are not willing to take action against the powerful in the country.

Army wanted Rangers to conduct the operation, the Punjab gov did not reply and ordered police to start the operation .... Army backed off ..... and Voila ... the Glorious result of Incompetence of Civil services is in front of you ...

If only money is spent on the needs of the police and not on white elephants!

I hope the government wakes up soon, this is not something our police is used to doing.
Rangers were a logical choice but once again the nation shall pay for the arrogance of the provincial government....

The KPK is a comparatively better force, they've gone through their baptism through fire and have been whipped into shape not by their own realization and self-correction or even the political will of the government but rather through the simple principle of kill or be killed.
Punjab and Sindh have both equipped their Police forces with new weapons and vehicles, that is not the problem. No number of flashy new vehicles and swanky weapons will make them fight better when they simply do not have the will and morale to fight. The gangsters have no special weaponry that would make this op so challenging, they have the same stuff every group has in Pakistan; SMGs, LMGs, 12.7s and RPGs, so its not the weapons holding the Police back, its their own ineptitude.

The incompetence of Punjab police is staggering and it makes one wonder that why after the horror years of 2009-2011 Punjab police is still not in shape. In sheikhupura there was a gang ( forgot its name) who hevamr so powerful that they took over an area and had boards openly stating " police officials are not allowed!".. They ran rampant. Police was completely overwhelmed by this group. Luckily the DIG changed and Iftikhar cheema came. This guy hated criminals ( killed many of them through encounters , even those in jails) .. He mounted the first attack through SP controlled force and it failed. He then ordered better equipment and protective armor and personally led the attack which finally resulted in the death of the gang and its leader.

Long story short is that incompetence is huge in Punjab police and their slow reactions makes them just low class thugs with guns.

One looks at this blunder and asks the Punjab govt is this rhe great police , on whose capabilities you were saying that Punjab needs no operation. Police has been a major issue with Pakistan and Punjab police is deteriorating each day. The Punjab govt has failed miserably in this department and the only ones these police can protect are themselves.
