NEW DELHI: Defence minister Manohar Parrikar on Sunday assured the ex-servicemen of early implementation of the one rank-one pension scheme, saying his ministry has fast-tracked the work on it.

The assurance came when a 27-member delegation of the ex-servicemen called on Parrikar at Kota House here, his residence for the time-being.

A rally was also held here by the ex-servicemen, seeking early implementation of the scheme.

Defence sources said Parrikar assured the ex-servicemen of rolling it out at the earliest.

He said he is working hard on it and the ministry will send its views to the finance ministry by February 17.

Parrikar underlined that there are lot of calculations and complications involved and he is working towards solving them.

"I will do my work," he was quoted as telling the delegation.

Maj Gen Satbir Singh (retired), chairman of Indian Ex-Service Movement, said the meeting with Parrikar was "positive".

He said that the minister has given assurances to the delegation on four major issues relating to the scheme, including "getting approval from the finance ministry before the Budget this month".

One rank-one pension scheme has been a long-standing demand of the over 2 million ex-servicemen in the country.

It seeks to ensure that a uniform pension is paid to defence personnel who retire at the same rank with the same length of service, irrespective of their date of retirement.

Implementation of One Rank One Pension Scheme

The principle of One Rank One Pension for the Armed Forces has been accepted by the Government. The modalities for implementation have been discussed with various stakeholders and are presently under consideration of the Government. It will be implemented once the modalities are approved by the Government.

This information was given by Minister of State for Defence Shri Rao Inderjit Singh in a written reply to Shri Avinash Rai Khannain Rajya Sabha today.

'One rank, one pension' cleared: Parrikar - The Times of India

PANAJI: The much-awaited "one rank, one pension" (OROP) for the armed forces is likely to be cleared in a few days, defence minister Manohar Parrikar said in Goa on Saturday.

"OROP proposal is in final stage. The defence ministry has approved it and the finance ministry will clear it in a few days," he added.

He said it is the first time that a clear proposal has been sent to finance ministry on OROP.

An estimated Rs 8,000 crore is likely to be allocated by the government to fulfill its commitment to the over 25 lakh ex-servicemen, who have been demanding OROP for several years.

Bhopal: Criticising the Centre's delay in the implementation of the One Rank, One Pension (OROP) scheme, Major General (retd.) SR Sinho on Sunday said that the Indian Army has always been the last organisationin the nation to get perks and benefits.

"Whenever there has been any requirement for national security, for earthquake, for floods or in case of a disaster, the army has always been there first to take suitable action. But when it comes to the finances, giving perks, giving benefits, the Indian Army becomes the last organization in this country," Major General (retd.) Sinho told ANI here.

"This system of OROP has been pending for many years. Whenever the elections come, lots of promises are made by various parties that it will be executed soon. 8,000 crores is not a very big amount for a country like India, which has a huge army budget," he added.

Major General (retd.) Sinho further said it is high time that the government takes immediate action and involve the suggestions of the army people.

"Whenever the MPs, MLAs are involved, without question, a number of times their pensions, pay and everything have been raised. Even in the judiciary and the bureaucracy, benefits are received. It is the army precedence of seniority over a period of time from the British time to now that has been brought down tremendously," he said.

Hundreds of ex-servicemen gathered at the Jantar Mantar here today to protest against the delay in implementation of OROP scheme.

Meanwhile, the NDA Government at the Centre has drawn flak from various political parties over its delay in implementing the OROP scheme.

Prime Minister Narendra Modi, while addressing the nation in his eighth edition of the 'Mann Ki Baat' programme, had assured ex-servicemen that his government would soon resolve the OROP issue.

The OROP scheme has been a long-standing demand of ex-servicemen's associations and relates to payment of uniform pension to defence forces personnel retiring in the same rank with the same length of service, irrespective of their date of retirement.

New Delhi: Dismayed over the government's dilly-dallying over the implementation of the 'One Rank, One Pension' (OROP) scheme, thousands of ex-servicemen on Sunday staged protests across the country.

Also, in an extreme step taken to ratchet up the pressure on the government, the ex-servicemen were said to have signed a 'petition in blood' and will hand it over to the President Pranab Mukherjee and PM Narendra Modi.

The Indian ex-servicemen Movement (IESM), which is staging the rally, has also warned that the retired personnel will also go on a hunger strike from tomorrow that is, June 15.

"IESM vice-chairman Maj Gen Satbir Singh also wrote a letter to PM Narendra Modi on Sunday, expressing shock over PM Narendra Modi's demand of more time to resolve the OROP issue, calling it a complex affair.

"ESM got a greater shock when you announced on 31 May 15 that even though PM is committed to OROP but it is a very complex issue and needs more time to solve it," says the letter. The letter was tweeted by a retired Army Colonel NR Kurup.

The 'One Rank, One Pension' issue is hanging fire since last 40 years and Modi himself has taunted the previous governments of not doing enough to implement it.

If 'One Rank One Pension' gets implemented it will benefit lakhs of ex-Army personnel and war widows as OROP means that two retired soldiers having same rank and same length of service should get same pension irrespective of their date of retirement.

New Delhi: The long-pending 'One Rank, One Pension' (OROP) scheme for ex-servicemen is likely to be rolled out ahead of the Assembly polls in Bihar later this year, top government sources indicated on Tuesday.

The government is working out the modalities for OROP and the announcement will be made by Prime Minister Narendra Modi, they said.

"It (OROP) is being worked out. We will need to have a separate category so that it cannot be legally challenged later on and nor do others stake claim. This would be separate from other government pensions," the sources said.

Asked when it will be rolled out, they indicated that the scheme is likely to be announced ahead of Bihar election if all modalities are worked out.

Mounting further pressure on the Modi government, ex-servicemen have decided to hold a huge rally in Bihar ahead of the Assembly polls to demand the "promised due" of 'One Rank, One Pension'.

The decision came even as groups of ex-servicemen went on a relay hunger strike in about 20 cities across the country starting yesterday.

Assembly polls in Bihar are likely in September/October this year. BJP has a tough fight on hand against the JD(U)-RJD combine, which is likely to have a poll pact with Congress in the state.

The Modi government has said it is committed to OROP, a key promise made during Lok Sabha polls. It has, however, not implemented it till now.

Even though the government has said it is committed to implementing OROP, there has been no official word on why the scheme is getting delayed.

Defence Ministry sources said the OROP file is with the Finance Ministry for a final budgetary approval.

Close to 22 lakh ex-servicemen and over six lakh war widows stand to be immediate beneficiaries of the scheme, which envisages a uniform pension for the defence personnel who retire in the same rank with the same length of service, irrespective of their date of retirement.

Currently, the pension for retired personnel is based on the Pay Commission recommendations of the time when he or she retired.

So, a Major General who retired in 1996 draws a lower pension than a Lieutenant Colonel who retired after 1996.
