Two World War II veterans feted; sari, ₹5,000 each given to 59 war widows
The ex-servicemen rally held at Anantapur on Sunday turned out to be a major event with over 4,000 ex-servicemen and their families participating in it and also in the meeting held at the Police Training College (PTC) stadium here.

The programme conducted by the 1 EME Centre, Secunderabad was attended by two veterans of the Second World War besides 59 war widows who were felicitated.

Officers thanked

Fifty-nine war widows were presented with a saree and a sum of ₹5,000 by the wife of Lieutenant General R.K. Anand, General Officer Commanding of the Dakshin Bharat area of the Indian army, who is also a recipient of the Sena Medal and Visisht Seva Medal for his services.

Speaking at the event, Retd Captain Sekanna, president of the District Ex-servicemen’s Association, thanked the officers of the Army present at the event for having given time to hear the grievances of the ex-servicemen and for suggesting the ways and means of solving the same.

Mr. Sekanna also made a special mention of Collector Kona Sasidhar, who also attended the event, for favourably considering the requests of the ex-servicemen’s organisation over the last two years and supporting them.


The meeting was also attended by Major General Sharab Pachauri (VSM), Brigadier Ajay Malik and Colonel Hanu Rao.
Why are they giving 2 wheeler to a guy who's on wheelchair. Going by his facial expressions even he thinks It's crazy.

Implementation of Seventh Pay Commission Report

The following steps have been taken to implement the recommendations of 7th Pay Commission Report in respect of Armed Forces personnel:



(i)Issue of Resolution dated 25th July 2016 by Ministry of Finance.

(ii)Issue of Resolution dated 5th September 2016 by Ministry of Defence.

(iii)Issue of orders dated 10th October, 2016 by Ministry of Defence for payment of ad-hoc arrears equal to 10% Basic Pay and Dearness Allowance.


The order for revision of pension to ex-servicemen pursuant to the recommendations of 7th Pay Commission Report was issued on 29th October, 2016. As per information available in respect of pre-2016 pensioners, 24 public sector banks have revised pension of 18,99,697 pensioners and have paid Rs.5883.27 crore (approx) on account of arrears of pension / family pension.

Lok Sabha: BJP member Ashok M. Nete says, "Although the one rank one pension scheme has been implemented, it is not enough. What steps are being taken for resettlement of ex-servicemen?"

MoS Defence replies: Pre and post retirement training being given to servicemen. Job opportunities in central government, nationalism banks, several security and transportation schemes are available for re-employment. 41,764 personnel have been given jobs in security companies. Dairy companies and other ventures are giving second employment to ex-servicemen.

One Rank One Pension Scheme

Around 3200 representations for addressing the anomalies on One Rank One Pension (OROP) were received from individuals / Associations which were examined and issues referred to the Judicial Committee on OROP for its recommendations. The Committee has submitted its report on 26.10.2016.

Pension Grievances Cell in the Department is receiving grievances of the pensioners / family pensioners regarding non-payment of OROP benefits and taking up the matter with the concerned offices e.g. Controller General of defence Accounts (CGDA), Principal Controller of Defence Accounts (Pension) and Pension Disbursing Agencies (Banks) for redressal of their grievances in a time-bound manner. Service Headquarters and CGDA also have dedicated grievances Directorates / Cells for redressal of the grievances of Ex-Servicemen. Disposal of the grievance is monitored at the highest level in the Government.

Annual Financial implication on account of grant of OROP is estimated at Rs. 7,488.70 Crore and Rs. 10,925.11 Crore towards arrears for the period of 01.07.2014 to 31.12.2015.

The status of payment to the Defence Forces Pensioners / Family Pensioners on account of implementation of OROP order, as on 27.02.2017 are as under:-

As per Government order dated 07.11.2015 on OROP, the pension would be re-fixed every 5 years.

Personnel who opt to get discharged after 07.11.2015 on their own request under Rule 13(3)1(i)(b), 13(3)1(iv) or Rule 16B of the Army Rule 1954 or equivalent Navy or Air Force Rules will not be entitled to the benefits of OROP.

Resolving Anomalies in Disability Pension

The concerns raised by the Armed Forces with regard to disability pension in the 7th Pay Commission are being addressed. The 7th Central Pay Commission (CPC) recommended the following on disability pension:-


The Commission is of the considered view that the regime implemented post 6th CPC needs to be discontinued, and recommended a return to the slab based system. The slab rates for disability element for 100 percent disability would be as follows:

The above recommendation has been accepted and Resolution dated 30.09.2016 issued accordingly.


The 6th CPC dispensation of the calculation of disability element on percentage basis, however, continues for civil side which has resulted in an anomalous situation. The issue has accordingly been referred to the Anomaly Committee. The disability element which was being paid as on 31.12.2015 will, however continue to be paid till decision on the recommendations of Anomaly Committee is taken by the Government.

Redressing Grievances of Ex-Servicemen over OROP

Salient features of the Government order dated 07.11.2015 on OROP are as under:-

· Pension of the past pensioners would be re-fixed on the basis of pension of retirees of calendar year 2013 and the benefit will be effective with effect from 01.07.2014.

· Pension will be re-fixed for all pensioners on the basis of the average of minimum and maximum pension of personnel retired in 2013 in the same rank and with same length of service.

· Pension for those drawing above the averages shall be protected.

· Arrears will be paid in four equal half yearly instalments. However, all the family pensioners including those in receipt of Special / Liberalized family pension and Gallantry award winners shall be paid arrears in one instalment.

· In future, the pension would be re-fixed every 5 years.


Personnel who opt to get discharged henceforth on their own request under Rule 13(3)1(i)(b), 13(3)1(iv) or Rule 16B of the Army Rule 1954 or equivalent Navy or Air Force Rules will not entitled to the benefits of OROP. It will be effective prospectively.

Out of 20,81,072 OROP beneficiaries, 20,07,090 Pensioners have already received the first instalment and lumpsum payment on account of OROP. Further, in 15,66,486 cases, 2nd instalment have also been paid.


A total of 73,982 Pensioners are yet to be benefited under OROP. Out of these 73,982 cases, details of approximately 30,000 missing information cases have been provided by Pension Sanctioning Authorities (PSAs) to various Pension Disbursing Agencies (PDAs) for making payment and in 29,612 cases payments have been discontinued due to non-identification of the pensioners.

Coimbatore (Tamil Nadu): With an objective to serve the nation even after their retirement from the defence, the federation of ex - serviceman association in Tamil Nadu has come up with a campaign to highlight their skills and talents.

Ex- Air Force officer and chairman of federation of Indian ex-serviceman association Shivrajan told ANI, "The awareness campaign includes cleaning water bodies across the state and spreading the message of patriotism among the younger generation which is reducing among the minds of young people, and create discipline in Tamil Nadu police department."

The federation chairman also expressed concern that over 2 lakh retired ex-serviceman who possessed enough knowledge and skill are now forced to work as security guards even at the age of 45.


Asserting that their skill, talents and training provide during their service days remain unutilised, Shivarajan urged the state government to make use of such jawans and officer to work in police departments or other disciplinary services.

Ex-Servicemen Status for Ex-NDA Cadets

26 cadets were declared medically unfit and withdrawn from training due to injuries during the last three years and the current year as per details given below:-

Spring Term 2014 - 05
Autumn Term 2014 – 01
Spring Term 2015 – 07
Autumn Term 2015 – 04
Spring Term 2016 – 01
Autumn Term 2016 – 06
Spring Term 2017 – 02
Autumn Term 2017 – NIL

NDA cadets who are medically boarded out are not being granted Ex-servicemen (ESM) status as the NDA cadets are not yet commissioned as officers and are therefore not counted as “Servicemen”.

Government is implementing schemes for the welfare of NDA cadets . The following schemes are being implemented:

•Ex-Gratia Awards in cases of Disablement:- The cadet on being medically boarded out is entitled for following benefits:-
oEx-gratia amount - Rs. 3,500/- p.m.
oEx-gratia disability award – Rs. 6,300/- p.m. (100% disability).
oConstant Attendance Allowance – Rs. 3,000/- p.m. (100% disability as recommended in invaliding medical board).

•AGIF Insurance Cover for NDA Cadets:-
oDisability:- Rs. 7.5 Lakhs for 100 percent disability proportionately reduced to Rs.1.5 lakhs for 20 % disability.
oEx-gratia Grant:- Rs. 50,000/- per cadet being invalided out with less than 20% of disability in the first two years of training and Rs. 1 lakh for cadets if invalided out with less than 20% of disability during the last year of training.

Preference in Employment in the Government Jobs: Cadets who are invalidated out on medical grounds attributable to military training are accorded Priority-1 for the purpose of employment in Government service.

The cadet consequent to his injury is provided free medical treatment in Military Hospital, Command Hospital and Research & Referral Hospital, Delhi. The cadet is only invalidated out in the medical board if he does not recover from the injury and is found unfit for further military training with the aforesaid treatment. The data on expenditure incurred on such treatment is not maintained.

Defence Minister’s Customary Broadcast to The Armed Forces

Following is the text of customary broadcast by the Defence Minister Shri Arun Jaitley to the Armed Forces personnel over All India Radio on the eve of the 71st Independence Day:


The welfare of Ex-Servicemen has been paramount for the government. The benefits of One Rank One Pension (OROP) scheme started reaching the accounts of Ex-Servicemen and families since last year. Till July 10 this year, a sum of Rs 4,156 crores and Rs 2,385 crores have been paid towards first and second instalments of OROP arrears to around 20,40,000 Ex-Servicemen/family pensioners and 15,93,000 Ex-Servicemen respectively. Further, a sum of Rs 2,250 crores has also been paid to 15,13,000 Ex-Servicemen as third instalments of OROP arrears. The Government is also sympathetically considering the report of the one-man judicial committee headed by Justice L Narasimha Reddy on OROP to look into the anomalies, if any, arising out of implementation of OROP and will take decision soon.
