Oh that I know that but it's 2012 and Russia is in better position than USSR in 1990
And US-India relations are not Pak centric anymore. And whatever objection US had that time ( mainly to restrict India from having long range missile I guess ) are not valid anymore ( as we have A-5 and soon A-6 too )
So let's hope we get hand on that tech so our GSLV come out soon.
I think u are getting it wrong, it was not USSR but Russia which was pressurized by USA due to dual nature of the engines, if the USSR would not have disintegrated than the US could no way had pressurized them since USSR itself was a superpower but Russia was in shatters post disintegration, the US did same for our continuation of the INS Chakra I submarine which we bought from USSR on lease in 1988 & leased expired in 1991, but Russia din't renew the lease b'coz of US pressure.
