Guwahati: The North East region of the country has the potential to become a healthcare hub for South East Asia, Union minister Kiren Rijiju said on Saturday.
"We can create a medical hub in the North East for our neighbours... Myanmar people want to come to North East for medical treatment and a few are coming to Dibrugarh (in Assam)," the Union Minister of State for Home Affairs said while flagging of an ambulance service launched by Hindustan Prefab Ltd.
"We are going to inaugurate the Moreh Integrated Check Post (ICP) in August," he said.
"We are now closer to the integration of South East Asian nations," the minister said.
"There are some good facilities in Guwahati and Dibrugarh but ?ther than the two cities, the scenario in the entire North East is not good," he said.
While favourable policies from government were needed to improve the scenario, he appealed to the corporates to come forward and open medical facilities in the region.
Emphasising on public and private contribution in developing medical infrastructure, Rijiju said without development of medical facilities, society cannot develop.
"We need to do much more. Only government support will not suffice. Many important companies around the globe make massive contribution as part of CSR activities.
I have called the companies, especially the Navratna companies, to come out and help the needy people," he added.
Medical care is essential for us, but due to lack of infrastructure, we lose lives. I feel sad when our rural people do not get medical facilities," Rijiju said.

The President of Federation of Industry & Commerce of North Eastern Region (FINER), Shri Pabitra Buragohain met the Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh, here today. During the meeting, among the other important issues related to the growth of industry in India, the subject of GST rollout from July was also discussed in detail. Shri Pabitra Buragohain expressed his views on the GST and on the tax provisions relating to North Eastern industrial products.
Dr Jitendra Singh said that GST will play an essential role in positioning India nation in the global economy and contribute to the strengthening of the economy. He said that this is important particularly for the North East region, which can take advantage of the uniformity in the tax regime throughout country. It will also help in curbing tax evasion, he added.
Shri Pabitra Buragohain assured the Minister that the industry will cooperate in the Government’s decision of rolling out GST in North East. Addressing some of the concerns raised by him, Dr Jitendra Singh said that there will be certain relaxations and adjustments in the beginning phase. He said that the connectivity issues in the North Eastern region are also being adequately addressed for the successful implementation of the GST in this region.
Dr Jitendra Singh said that the GST will surely contribute to the development and overall growth of the economy of the country including the remote areas like North Eastern Region by providing ‘One Nation, One Tax’ regime.

MoS Dr Jitendra Singh chairs a meeting on GST rollout in Northeast
The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said that GST will bring down tax on several goods and contrary to a perception held in certain quarters, the rollout of GST from 1st of July will bring a huge relief to the poor and lower middle class by resulting in a tax rate lower than the present tax rate. He was addressing a meeting to discuss the various aspects of GST rollout with the officials of the Ministry of DoNER and Delhi-based Resident Commissioners of eight North-Eastern States here today.
Dr Jitendra Singh disclosed that a wide range of items including milk powder, curd, lassi, buttermilk, cheese, spices, tea, wheat, rice, flower, soybean oil, mustard oil, palmyra jaggery, mineral water, ice, coal, domestic LPG, tooth paste/tooth powder, soap as well as medical items like Insulin, X-ray films and spectacle lenses/glasses will actually have a lower tax rate after July 1st, following the GST roll-out as compared to the tax which is being currently imposed on these items. He explained that in case of some items, where visibly it appears that the tax rate has gone higher, the matter of the fact is that earlier, these items had embedded taxes which were not visible even though the overall tax range amounted almost to the same. On the other hand, there are also certain goods where GST imposes ‘zero’ tax, he said.
Taking cognizance of the Internet-connectivity issues in Northeast, Dr Jitendra Singh said that a number of easier options are being worked out and reminded that the Internet connectivity is required only at the time of registration or logging-in. For the convenience of the traders and others, during the initial transition period, he said, GST will be filed for first two months up to 20th August 2017, thereafter again by 20th September 2017 and thereafter, eventually every month as per norm. Meanwhile, the new registration will open from 25th June, he informed.
Dr Jitendra Singh also disclosed that a 2-day training programme for the Northeast officials is being conducted on regular basis at Shillong and on similar lines, an identical programme like is also being currently carried out at Faridabad. The officials who get well versed in GST and its rollout procedure, he said, should in turn function as resource persons and collaborate with the GST Commissioner offices spread all over the country including in Northeast in conducting awareness and assistance programmes for businessmen, traders, members of the industry and other stakeholders.
Referring to the exemption limit of up to Rs.10 lakh to Northeast, Dr Jitendra Singh recalled that earlier it was much lesser in some of the North-Eastern States like, for example, Rs. 3 lakh for Sikkim, Rs. 2 lakh for Arunachal Pradesh and Rs.6 lakh for Assam.
Reiterating the importance of GST rollout, for the middle class and the poor, Dr Jitendra Singh said, it will also eliminate the role of toll post and put a check on bribery and corruption.

FICCI assures Dr Jitendra Singh full support for smooth GST rollout in Northeast
The President of Federation of Indian Chambers of Commerce and Industry (FICCI), Shri Pankaj R. Patel today met Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh and assured him of full support from FICCI for the smooth rollout of GST, all over the country including in Northeast, from the midnight of June 30 and July 1.
Shri Patel also conveyed to Dr Jitendra Singh the FICCI plans to hold a mega event by the name “Northeast Connect 2017” at Kohima in the month of September.
Dr Jitendra Singh acknowledged the cooperation and constant assistance provided by FICCI during the last few months of preparations for the GST rollout from July 1. He also appreciated FICCI’s role in organising a series of awareness workshops about GST filing procedures and other aspects across the country, including Northeast. He also noted the FICCI’s scheduled participation in the mega event of Chartered Accountants congregation to be held in the union capital on the 1st of July.
Referring to a series of meetings that he has been holding over the last few weeks with trade representatives, stakeholders, Delhi based Resident Commissioners of 8 Northeast States and State Representatives of Northeast, Dr Jitendra Singh said, this has enabled all of us to gain confidence about the feasibility and workability of the GST even under relatively difficult conditions of the Northeast.
Dr Jitendra Singh disclosed that issues related to connectivity and other aspects, which were a matter of concern in certain remote parts of Northeast, have been adequately addressed and taken care of. He said ,there were also certain apprehensions about certain local products having been brought under tax while they were exempted from tax in the past, but when it was explained that earlier there were embedded taxes, which were not visible, but have been eliminated now as a result of which, the overall outcome cost would be the same, this satisfied everybody.
In the long run, Dr Jitendra Singh said, the peripheral States of Northeast and Jammu and Kashmir are bound to benefit the maximum because GST would ensure for them an equitable economic growth at par with the more developed states of India.

Northeast region states to benefit from GST: Dr Jitendra Singh
Eight states of Northeast region are among the states which are likely to benefit from the GST rollout on the midnight of June 30th and July 1st. Contrary to certain misconceived notions in certain quarters, GST will offer these States an opportunity to realize fiscal growth in tandem with the more developed states of India and thus make up for their own shortcomings.
This was stated here today by the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh during a media interaction on GST rollout . Earlier, while addressing a congregation on the theme "Development of North-Eastern Region" organized by National Housing Development Organization at Pragati Maidan, he said,the Union Government’s target of "Housing for All by 2022" will also gain momentum through reinforced State ex-chequer, consequent to the supplementation of the tax-pool following the implementation of GST.
In the history of 70 years of independent India, Dr Jitendra Singh said, GST is perhaps one of the most meticulously and diligently worked out reform which took several months and years before it assumed its present, final shape. It is also perhaps for the first time, he said, that a Union Minister, in this case the Union Finance Minister, sat side-by-side with the Finance Ministers of each State and each Union Territory of India to work out the smallest and minutest details with absolute unanimity. In case where the absolute unanimity was not forthcoming on a certain point, a series of meetings were held to achieve consensus, he added.
To that extent, Dr Jitendra Singh described GST not only as a revolutionary economic reform, but the opening up of a new chapter in the working of Indian Republic’s federal system. The Central Government, he said, has established a new benchmark in decision making by following a formula of 3/4th majority in GST Council, out of which 2/3rd essentially has to be represented by the States.
When asked about the possible inconveniences during the early transition phase after July 1st, Dr Jitendra Singh said, there is no need either to panic and said, it is only like any other transition in one’s routine happening at any other level as well, like, for example, whenever an individual or family changes the place of residence, in that case too, there are initial hesitations and it takes time to get used to the new order.
Dr Jitendra Singh also emphasized the need to highlight that with the kind of exemption limit available, many of the traders and many of the middle-class businessmen may not fall in the gambit of GST and thus may not have to pay any tax. Similarly, those trading in exempted items like Dal / Pulses etc, would also be required neither to pay tax nor to file return.

Earlier, while addressing a congregation on the theme "Development of North-Eastern Region" organized by National Housing Development Organization at Pragati Maidan, he said,the Union Government’s target of "Housing for All by 2022" will also gain momentum through reinforced State ex-chequer, consequent to the supplementation of the tax-pool following the implementation of GST.
In the history of 70 years of independent India, Dr Jitendra Singh said, GST is perhaps one of the most meticulously and diligently worked out reform which took several months and years before it assumed its present, final shape. It is also perhaps for the first time, he said, that a Union Minister, in this case the Union Finance Minister, sat side-by-side with the Finance Ministers of each State and each Union Territory of India to work out the smallest and minutest details with absolute unanimity. In case where the absolute unanimity was not forthcoming on a certain point, a series of meetings were held to achieve consensus, he added.
To that extent, Dr Jitendra Singh described GST not only as a revolutionary economic reform, but the opening up of a new chapter in the working of Indian Republic’s federal system. The Central Government, he said, has established a new benchmark in decision making by following a formula of 3/4th majority in GST Council, out of which 2/3rd essentially has to be represented by the States.
When asked about the possible inconveniences during the early transition phase after July 1st, Dr Jitendra Singh said, there is no need either to panic and said, it is only like any other transition in one’s routine happening at any other level as well, like, for example, whenever an individual or family changes the place of residence, in that case too, there are initial hesitations and it takes time to get used to the new order.
Dr Jitendra Singh also emphasized the need to highlight that with the kind of exemption limit available, many of the traders and many of the middle-class businessmen may not fall in the gambit of GST and thus may not have to pay any tax. Similarly, those trading in exempted items like Dal / Pulses etc, would also be required neither to pay tax nor to file return.

Union Sports Minister Shri Vijay Goel concludes 2-day visit to Mizoram
Minister of State (I/C) for Youth Affairs and Sports Shri Vijay Goel today concluded his 2-Day visit to Mizoram. During his visit, he inspected various sports facilities and participated in programs promoting sports and youth development activities. He was received by the State Chief Minister Shri Lal Thanhawla and the volunteers from the Nehru Yuva Kendra Sangathan.
Shri Goel said, Mizoram has always given the best Footballers and is one of the leading Indian states promoting football, He said, he is delighted to be there. The state government's support towards football is yielding results; 8 players in the Under 23 National side is a testament of the state’s sports culture.
Shri Goel visited the Sihmui Cricket Stadium which is as big as the MCG stadium. After an inspection of the facilities along with the Chief Minister Shri Lal Thanhawla, Sports Minister interacted with the officials and suggested ways and means through which maximum utilization of the stadium could be done.
In his address to the students of NYKS, NSS, NCC and SAI trainees Shri Goel announced that a Football Academy would be established within the premises of Mizoram Football Academy at Sairang. He urged them to utilize their knowledge and skills for New India and an overall nation building. On the second day of his visit Shri Goel was the chief guest in an event organized by Mission 11 Million; a legacy campaign of FIFA which targets to introduce 11 million children to football and active sports. India Signs Loan Agreement with the World Bank for USD 35 Million for “Assam State Public Financial Institutional Reforms Project”
An agreement for IBRD Credit of USD 35 Million from World Bank for “Assam State Public Financial Institutional Reforms Project” was signed today at New Delhi. The agreement was signed by Shri Raj Kumar, Joint Secretary (MI), Department of Economic Affairs on behalf of the Government of India and Mr. John Blomquist, Acting Country Director, World Bank (India) on behalf of the World Bank. Dr Jitendra Singh congratulates North Eastern States for successful implementation of GST
The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today, congratulated all the eight North-Eastern States for successful implementation of GST and said, the North-Eastern States have set an example by being highly supportive right from the beginning of the GST exercise, in spite of several diversities, contradictions and constraints of the region. He commended the unassuming approach of the eight State Governments of different political parties as well as the various trade bodies and their representatives from the region, who, from time to time, came forward with their apprehensions and sought responses with an open mind, which paved the way for amicable solution to each of the issues related to GST roll-out in the region.
Speaking to Nagaland Minister for Roads & Bridges, designate in GST Council, Shri Y. Vikheho Swu, who called on him to discuss the arrangements post-roll-out of GST in the State, Dr Jitendra Singh had a word of praise for Nagaland, which happens to be one of the most peripheral Indian States with its immediate borders with foreign countries and with constant hassles emanating from topography, inadequate connectivity, transport limitations etc.
Shri Vikheho Swu gave a detailed resume of the manner in which everything was being managed smoothly following the GST roll-out on the midnight of June 30th and July 1st. He also wanted Dr Jitendra Singh to ensure that the All India Services officers engaged in implementation and management of GST should not be transferred or posted elsewhere for the time being.
Dr Jitendra Singh also had a word of praise for the literate approach and sagacious wisdom of the traders as well as consumers of North-Eastern region who were always open to reason. Citing an example, he said, when it was pointed out that some of the local handloom / handicraft products had come under the gambit of GST, even though these were tax-free earlier, the grievance got instantly resolved when it was explained that earlier, several of the taxes on raw material, etc., were embedded and hence not visible, whereas now it is only one tax, the GST, which is visible with no other invisible taxes, and hence the ultimate cost could remain the same or even less.
In the long run, Dr Jitendra Singh said that the GST will prove to be a blessing for the Northeast as it will offer the peripheral States an opportunity to grow side by side along with the more developed States of India.

Several initiatives taken by the Government for Northeast youth, says Dr Jitendra Singh
The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space Dr Jitendra Singh said that several new initiatives for the youth of Northeast have already been rolled out while others are in the pipeline, during an interactive session here yesterday, organized by Confederation of Indian Industry (CII).
Dr Jitendra Singh said that the Ministry of Development of North Eastern Region (DoNER) has come out with a “Venture Fund” for the young Start-Ups. He said that, considering the incredible talent of the Northeast youth in excelling in international athletics and gymnastics, a state-of-the-art Sports University will soon come up in Manipur, for which the land has already been acquired.
Dr Jitendra Singh also mooted the idea of holding coaching classes for preparation of Civil Services Examination via satellite and tele-education for youth living in the remote parts of peripheral States, where they felt deprived of such facility unlike their counterparts in some of the metros and other cities.
Dr Jitendra Singh said that it is remarkable how the youth of Northeast had the capacity and determination to excel in diverse fields of activity, notwithstanding the constraints of lack of infrastructure or training/coaching facilities. Citing the example of the Tripura girl, Ms. Dipa Karmakar, who achieved world fame through her performance in Gymnastics, Dr Jitendra Singh said that he was pleased to note that the Ministry of DoNER had also tried to mentor her during her preparatory phase, even though in her early phase she did not have enough access to any formal training.
With a fast-track improvement in connectivity and means of transport during the last three years, Dr Jitendra Singh said that the business houses as well as investors have started showing interest in Northeast, which would ultimately augur well for job creation and employment. Even this year, he disclosed that there was a significant increase in the tourist flow, due to the priority given to the Northeast region by the tour operators from the rest of the country.
In response to a query, Dr Jitendra Singh said that Public-Private-Participation (PPP) model will help to carry forward all these initiatives and the private sector can also be encouraged to spend a substantial part of CSR (Corporate Social-Responsibility) funds in the remote areas of NER. He said that, for this purpose, he would take up with the Government, the feasibility of giving tax exemption for CSR spent in this region or fixing a certain mandatory percentage of CSR for this purpose.

Union Steel Minister Shri Birender Singh today launched a dedicated e-portal for online sales of steel products by RINL through MSTC Metal Mandi, in North Eastern Region of the country. Minister of State for Steel, Shri Vishnu Deo Sai, Secretary, Steel, Dr. Aruna Sharma, CMD, RINL, Shri P.Madhusudan and CMD, MSTC Shri B.B.Singh were among those present on the occasion.
In his address Shri Birender Singh remarked that the E-Portal is an excellent example of synergy between ‘Digital India’ and ‘Make in India’ missions initiated by Hon’ble Prime Minister. He further added, “In February this year, when we set up a coordination committee for pooling of resources between PSUs, we had potential for projects like this in mind. I am happy that this project is being started and it should serve as an example for more such innovative and out-of-the-box projects. The Ministry had organized first regional conference for enhancing steel consumption in North-East. The region is being given top priority by our Government and lot of new projects are being started and executed there. Our steel companies must tap this market and serve their steel needs. Let us try to find out more such areas where our PSUs can work together for achieving economies of scale, reaching new markets and sharing of best practices.”

The entire process is transparent and the interaction is enabled by a user-friendly interface. Sale through the web is enquiry based system, where the registered buyer shall be sending the enquiry for its requirement of steel (mainly TMT Rebars & Structural products) through the portal. On receipt of the enquiry RINL shall take further action to execute the sale.
Pooling of resources under the Ministry of Steel for mutual benefit, by utilizing the web services of MSTC shall be both a cost saving measure and an opportunity to develop new markets, to RINL.
It is noteworthy that the rapid development of infrastructure in North East region is taking place with improvements in road, rail and air connectivity, telecommunication network. This, in turn, would boost the demand for steel and the present initiative would go a long way in meeting such demand apart from bringing Vizag Steel to the doorstep of other consumers. With broad-gauge works having been implemented in the major rail network in this region, the North Eastern Region boasts of better connectivity. A massive investment of Rs.10,000 crores has been sanctioned by the Govt., of India for two projects for power transmission across the eight states in this region.
The Comprehensive Telecom Development Plan with a budget of approx. Rs.5000 crore has enabled better mobile connectivity with new nodes at district, block and gram panchayat levels. Internet services got a boost with the recent launch of international internet gateway from Cox’s Bazar in Bangladesh to Agartala, making it the third in the country after Mumbai and Chennai. The Govt., has also taken several steps to introduce policies and programs directed towards development of entrepreneurship skills, markets and for the providing of flow of credit to the entrepreneur.
