President of India condoles the passing away of Shri Rishang Keishing

The President of India, Shri Ram Nath Kovind has condoled the passing away of former Chief Minister of Manipur, Shri Rishang Keishing.

In a condolence message to his wife, Smt. Khatingla Keishing, the President has said, “I am sad to learn about the passing away of your husband, Shri Rishang Keishing.

Former Chief Minister of Manipur, Shri Rishang Keishing was a towering leader of the North-East and the member of the first Lok Sabha. He also served as the member of Rajya Sabha from Manipur. A great leader, he actively participated in our freedom struggle. In his passing away, the nation has lost a well known public figure and a veteran Parliamentarian whose services to the State of Manipur and the nation shall always be remembered.

Please accept my heartfelt condolences and convey the same to other members of your family. May you all have the strength to bear this irreparable loss with courage and fortitude”.

Railways will bring all round development for the region: DV Sadananda Gowda

Minister lauds the implementation of MPLADS in Meghalaya

Centre committed for providing necessary support for development of the region

Union Minister for Statistics & Programme Implementation GoI Shri D V Sadananda Gowda expressed satisfaction over the utilisation of Members of Parliament Local Area Development Scheme (MPLADS) in Meghalaya. The minister, who is on a two day visit to Shillong, today reviewed the progress of Support for Statistical Strengthening (SSS) scheme, the status of implementation of MPLADS and the implementation status of the Central Sector Infrastructure Projects costing Rs 150 crore and above, being implemented in Meghalaya by Railways and various Central Sector Public Enterprises. The Union Minister also called on the Chief Minister of Meghalaya Dr Mukul Sangma in the evening and comprehensively discussed issues related to the development projects of the state.

While reviewing the implementation of construction of the new BG Railway Line from Byrnihat to Shillong, which was included in the Railway Budget 2010-11 as a National Project, the Minister said that Railways will create huge employment for the youth in Meghalaya. The Minister further said, besides employment generation tourism will also increase manifold. The Minister expressed his concern over the delay in the progress of the project. While speaking with the press after the meeting the Minister said that the potential of railways for the development of the region is immense and every issue hampering the project should be resolved.

While reviewing the status of the Support for Statistical Strengthening (SSS) scheme, he informed that the objective of the SSS Scheme is to strengthen and improve the State Statistical Systems so that the states are able to bring out accurate, reliable and timely data for State and sub-state planning. The Minister also informed that his Ministry provides the requisite funds to the State Government for creating suitable infrastructure for strengthening the State Statistical Systems and that the scheme will be implemented in the state of Meghalaya shortly.

The Minister expressed his satisfaction over the utilisation of 95 per cent of the MPLADS funds in the state. He, however, also added that that the release of funds will be subject to timely submission of utilisation certificates. He also requested the District Authorities to make best use of MPLADS portal by updating it on regular basis.

The Minister informed that there are six ongoing central sector infrastructure projects costing Rs 150 crore and above in Meghalaya. The total original cost of these six projects was Rs 7108.02 crore and the anticipated completion cost is Rs 9,025.00, implying a cost overrun of Rs 1,916.98 crore. The Minister urged the concerned officials to complete the projects in a time-bound manner.

The Minister also reviewed the construction works at NEIGHRIMS and asked the officials to expedite the process. While reviewing the 2-Laning of Shillong- Nongstoin Section of NH-44 and Nongstoin – Rongieng – Tura road under phase –A of SARDP-NE, the Minister suggested that Forest Department, Govt of Meghalaya may be requested to expedite the process for giving forest clearance as submitted by PWD to avoid further delay. The Minister also expressed concern over the delay in the completion of Umsning bypass in Ri-Bhoi district of the state and directed NHAI officials to expedite the process. He also directed the officials to repair the existing road at the earliest.

The Minister also informed the press that the construction of International Centre for Performing Arts and Culture in Shillong, implemented by Hindustan Steelworks Construction Ltd (HSLC), is running as per schedules after initial delays due to rain.

The Minister said that the purpose of his visit to the state conforms to the Prime Minister's vision of Act East Policy. He said that the Central Government is committed for providing all kinds of assistance to the Northeastern states to ensure that the development projects in the region are completed within the time frame. He also said that he will request the Chief Secretary, Government of Meghalaya, to convene regular meetings of the Central sector Project Co-ordination Commitee (CSPCC) in order to look into and resolve the problems faced by the Central Sector PSUs in the State. He concluded by saying, “I hope that my visit to the state will help in speeding up the implementation of the development projects in Meghalaya”.

The meeting was attended by Member of Parliaments Shri. Conrad Sangma (LS) and Smt. Wansuk Syiem (RS) and senior officials from the Government of Meghalaya, MoSPI, Railways, HSCC, NHAI and NEIGHRIMS.

Quality should not be compromised in regards to construction: Shri D V Sadananda Gowda

Union Minister of Statistics and Programme Implementation Shri D V Sadananda Gowda today visited the North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences (NEIGRIHMS), Shillong and inspected the construction work which is going on at the Institute. He spoke in detail with the authorities, site engineers and officials of the construction company HSCC. Member of Parliament Smt Wansuk Syiem also accompanied the Minister to the institute. The Minister visited the construction site for Regional Cancer Centre, Medical College Building, Hostel and Nursing College going on at NEIGRIHMS. The Minister was very categorical when he urged the officials and engineers that quality of construction should not be compromised at any cost.

The minister also visited various departments of the hospital and interacted with the doctors and patients about the kind of service available at the hospital. While interacting with the press the minister lauded the efforts of the officials and doctors. The Minister expressed his satisfaction over the services available at the hospital when he said, “All the patients that I interacted with were happy with the service that they are being provided with. I am also very satisfied with the kind of cleanliness that is being maintained in and around the institute”. “It is appreciable that a medical institute of this stature is being set up and run at Shillong overcoming all challenges”, he added.

The Minister was intimated by the NEIGRIHMS’ officials of the poor road condition and lack of proper water supply scheme at the hospital. In this regard the Minister requested Smt Syiem to look into the matter for early settlement of the difficulty faced by the Institute. Secretary Planning Govt. of Meghalaya Dr B D R Tiwari, however, informed the minister that the work for road connectivity has been taken up by the government and water supply project for the Institute has already been planned which will be carried out at the earliest.

The Minister concluded by urging upon the officers of Central and State Govt. to provide all possible support to the central agencies in timely completion of the projects.

Northeast Venture Fund attracting young StartUps: Dr Jitendra Singh

Northeast Venture Fund offered by the Ministry of Development of North-Eastern Region (DoNER) is attracting young Start-Ups in more and more numbers and has generated huge enthusiasm among entrepreneurs looking for an opportunity in the North-Eastern region.

Stating this here today after a meeting with the officials of the Ministry of DoNER, Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh, said that hundreds of queries are pouring in each day with the DoNER Ministry and over 60 proposals are already in the pipeline for consideration.

Dr Jitendra Singh said the Northeast Venture Fund is the first dedicated venture capital fund for North-Eastern region and the initiative to set it up began in April this year. He said, Prime Minister’s “Startup India, Standup India” is an incredible programme which includes unprecedented provisions and incentives like, for example, tax holiday in the early phase and an exit period of three months. Added to this, the Ministry of DoNER is offering an additional benefit of providing the initial Venture Capital Fund to any youngster who decides to set up an entrepreneurship in the North-Eastern region.

Dr Jitendra Singh further explained that “North-East Venture Fund” has been set up by the North Eastern Development Finance Corporation Ltd (NEDFi), which already has the mandate to encourage entrepreneurship in the region primarily by offering support to the first-generation entrepreneurs. In addition, the NEDFi also performs the role of hand-holding and capacity building, he said.

Recalling Prime Minister Shri Narendra Modi’s visit to Shillong last year when he had stressed the importance of entrepreneurship in the region, Dr Jitendra Singh said, the region has huge potential for young Start-Ups unlike many other parts of the country and hoped that the unique idea of setting up a dedicated Venture fund will make up for the constraints faced by a youngster when he sets out to be on his own. He hoped that if the idea of Venture Fund supported StartUp entrepreneurship catches up, the day is not far when Northeast will become a favourite destination for young entrepreneurs and StartUps, not only from the Northeast region but from the whole of India.

Ministry of DoNER to organise “North East Calling” on 09th-10th September

Entries are open to public for various contests during the event

The Ministry of Development of North Eastern Region (DoNER), Government of India is organising an event “North East Calling” under its Destination North East series of this year. The purpose of the event is to promote the art, culture, heritage, cuisine, handicrafts, business and tourism of North East India. The event will showcase all activities and products of North-East and it coincides with the 16th Anniversary of Ministry of DoNER.

In the run-up of to the event, a variety of contests with North East as the theme are open to the public with attractive prizes. These contests include Photography and Caption Contest, video contest, Choreography Contest for Colleges on the theme “Connect NE”, Quiz Competition for schools and colleges, Best North-Eastern attire in the crowd, Home Chef Contest. Winners of these contests will be given awards during the Cultural evening on the closing day of the event.

The event will include Music Festival for bands of North-East, Cultural Night for Dances of North-East, Handloom Demo Show presenting the clothes of North-East, Exhibitions of activities being undertaken in NE, stalls by various Central Government ministries showcasing the works being undertaken by them in the region, stalls by State Governments offering opportunities in their states, stalls for Sale of products of NERAMAC and NEHHDC, variety of food stalls including sale of delicacies of NE, contests for all sections of young population to expose them to NE, B2B Summits on Food Processing, Tourism and Start-up opportunities in the North-East.

The highlights of the event also include Music Festival, Cultural festival, and live band performances. The Handloom Demo Show to include designers from a mix of NE and rest of India.

The two-day (9th-10th September) event will be held at India Gate lawns from 11.00 AM to 10.00 PM. The entry for the general public is free.

Dr Jitendra Singh launches ‘North East Venture Fund’ to boost Start-ups

‘North East Tourism Development Council’ to promote sustainable tourism in NE region launched

The Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh inaugurated the “North East Calling” festival, here today. The “North East Calling” event is being organised by the Ministry of Development of North Eastern Region (DoNER), Government of India under its ‘Destination North East’ series of this year. The purpose of the event is to promote the art, culture, heritage, cuisine, handicrafts, business and tourism of North East India.

On the above occasion, Dr Jitendra Singh also launched ‘North East Venture Fund’, which is a joint initiative of Ministry of DoNER and North Eastern Development Finance Corporation Ltd. The objective of the fund is to promote entrepreneurship and Start up in the North Eastern Region. It is the first dedicated Venture Fund for the region with a corpus of Rs 100 crores. The Minister also launched North East Tourism Development Council with objective to promote sustainable tourism in North East India.

The Business to Business (B2B) conference is also being organised during the event. On the occasion, three MoUs were also signed in the presence of the Minister. The first MoU was signed between North East Tourism Development Council and the Yes Bank. The other two MoUs were signed with the Ministry under Science & Technology Interventions in the North East Region (STINER) aiming at enabling STINER and promoting NISARGRUNA technology of BARC in bio-energy technology in association with Tripura State.

Speaking on the occasion, Dr Jitendra Singh complemented that Ministry of DoNER and the young Assistant Secretaries attached to this Ministry, for giving their commitment and passion in organising this event. He also appealed to the public to come and visit the festival and understand the richness of culture of North East. He said that that such events will not only enrich the economy and culture of North Eastern region, but will also bring the rest of India more closer to the North East. He said that the development, upliftment and growth of North East has been on the priority of the Government under the leadership of Prime Minister Shri Narendra Modi. He said that the focus has not only been bringing North East closer to the rest of country, but also to bring rest of India closer to the North East. He said that these events, that too in the heart of National Capital, help the artisans and people of North East to showcase their talent. He also informed that similar events will be organised in various parts of the country in future. He said that Ministry had organised ‘Destination North East’ festival in Chandigarh recently. The Minister said that there is a lot to learn from North East for the rest of India. He said that some states of North East are having two digit growth rate and the literacy rate is also high in this region. He said that rest of India also needs to follow North East in terms of cleanliness.

Highlighting the initiatives taken by the Ministry for the North East region, the Minister said that the DoNER Ministry had introduced a concept of “DoNER at doorstep”. He said that during each given fortnight, at least eight Union Ministers from New Delhi visit Northeast which means that one Minister each is available in each of the eight States every 15 days. This helps them to make an assessment of the development works related to their Ministries and also enables them to gain first-hand inputs from the local population there, he added. He said that ‘Purbashree’ stalls have been set up at Dilli Haat for the products of North East region. He also said that the rail and air connectivity is also on the focus of the Government.

Highlighting other initiatives, the Minister said that foundation stone of Barak Hostel in Jawaharlal Nehru University (JNU) campus was laid this year. He also said that last year, the Foundation Stone of a Hostel exclusively for Northeast girl students was laid in Bangalore University. He also informed that a North Eastern Cultural and Information Centre will be set up in Delhi soon. He said that Delhi Development Authority (DDA) has allotted a land measuring 5341.75 sqm. (1.32 acre) at Sector-13, Dwarka, New Delhi, to North Eastern Council (NEC) for the purpose of construction of this Centre. He also talked about setting up of “Dr A.P.J. Abdul Kalam Centre for Policy Research & Analysis” at the Indian Institute of Management (IIM), Shillong and Brahmaputra Study Centre in the Guwahati University.

Speaking on the occasion, Shri Naveen Verma, Secretary (DoNER) said that this event has been coordinated with the efforts put by the Assistant Secretaries attached to the Ministry. He said that this event coincides with the 16th Anniversary of the Ministry. He said that this is an occasion to take stock of the achievements and also to introspect what needs to be done.

Dr. R. Chidambaram, Principal Scientific Adviser to the Government also complemented the Ministry of DoNER and said that they are ready to provide any support to the Ministry.

The senior officers the Ministry were also present on the occasion.

The Closing Ceremony of the event will be held here tomorrow evening. The Cabinet Secretary Shri P K Sinha will be the Chief Guest at the Closing Ceremony. During the Closing Ceremony, winners of various contests (Photography and Caption Contest, video contest, Choreography Contest for Colleges on the theme “Connect NE”, Quiz Competition for schools and colleges, Best North-Eastern attire in the crowd, Home Chef Contest) will be awarded.

The two-day event includes showcase of rich culture of North East, including Music Festival for bands of North-East, Cultural Night for Dances of North-East, Handloom Demo Show presenting the clothes of North-East, Exhibitions of activities being undertaken in NE, stalls by various Central Government ministries showcasing the works being undertaken by them in the region, stalls by State Governments offering opportunities in their states, stalls for Sale of products of NERAMAC and NEHHDC, variety of food stalls including sale of delicacies of NE, contests for all sections of young population to expose them to NE, B2B Summits on Food Processing, Tourism and Start-up opportunities in the North-East.

The entry to this two-day event, being held at India Gate lawns from 11.00 AM to 10.00 PM, for the general public is free.

Shri Shripad Naik inaugurates Regional Research Institute of Homoeopathy in Agartala

Strengthening health services and propagation of AYUSH systems in North-Eastern states is one of main priorities of the Government: AYUSH Minister

The Union Minister of State (Independent Charge) for AYUSH, Shri Shripad Naik has urged Homeopathic researchers to contribute and help the Government in the management of epidemics like Dengue, Chikungunya, Malaria and Swine Flu as the contribution of Homeopathy in controlling epidemics is well known in the past. Shri Naik made this appeal at the inauguration of the Regional Research Institute of Homoeopathy (RRI) in Agartala, Tripura today.

The strengthening of health services and propagation of AYUSH systems in North-Eastern states is one of the main priorities of AYUSH Ministry, Shri Shripad Naik said.

He further elaborated that we should develop indigenous technologies and drugs that are scientific, efficacious and cost effective to tackle these diseases. The Minister said that the Institute should also focus on Malaria research with Homoeopathy as this disease is endemic in the region.

The Regional Research Institute (RRI) is one of the 9 institutes functioning under CCRH. Spread over an area of 2.05 acres, it has facility of general OPD, Research OPD, pathological investigations, 30 bedded IPD. More importantly the Institute has the facility of Yoga & Naturopathy and there is a scope of future expansion also. This is the 3rd Homoeopathic regional research institute in the North Eastern states and the first with own land and building.

Shri Sankar Prasad Dutta, MP of West Tripura, Shri Monoranjan Debbarma, MLA Mandai Bazar, Director General CCRH & CCRYN Dr. Raj K. Manchanda & Dr. Iswar N. Acharya were also present on this occasion.

Two-day “North East Calling” festival organised by DoNER Ministry concluded yesterday

The two-day festival ‘North East Calling’, organized by the Ministry of Development of North Eastern Region (DoNER) concluded here yesterday. The Cabinet Secretary Shri P. K. Sinha was the Chief Guest at the closing ceremony. The Secretary, Ministry of Information and Broadcasting Shri N K Sinha, Secretary, Ministry of DoNER Shri Naveen Verma and Secretary, Ministry of Tourism Smt. Rashmi Verma and other senior officers were also present.

During the event, the Assistant Secretaries of 2015 Batch participated in the fashion show and Shri P. K. Sinha felicitated the fashion designers of the show. The event also included various performances depicting the rich culture of North East.

During the closing ceremony, the winners and runner up prizes of the contests were also declared. In the School Quiz contest “Know your North East”, Ishan Chourasia and Dhruv Sharma from New Era Public School, Mayapuri bagged the first prize. In the Open Quiz contest, Mukunth Raghavan & Shakya Shamik Kar Khound won the first prize. In the Home Chef contest, the winner was Christina Pukhrambam and Jina Moirangthem for Best Thali. Mr. Joseph Tonthang bagged the first prize for the Videography contest under the theme “Explore North East”. Under Photography Competition “Beauty of North East”, 1st Prize was declared for Nirjen Sharma for “Best days of a lifetime”. Under Symposium Event, Vishal Singh from Salwan Public School was declared best speaker. For the Choreography Event, Joint First Prize was bagged by JIIT & Rajdhani College.

The two-day event included showcase of rich culture of North East, including Music Festival for bands of North-East, Cultural Night for Dances of North-East. The B2B conferences were also organised at the event.

The event witnessed huge response from the public. People from all sections enthusiastically participated in the event.

The Ministry of DoNER plans to organise more such events in future in various parts of the country under ‘Destination North East series’. The purpose of these events is to promote the art, culture, heritage, cuisine, handicrafts, business and tourism of North East India.
