First of all, this is old news. Second, yes, Canadian police CAN enforce it. They can fine gas stations that don't have the sticker, after all, even police vehicles need gas, so they need to visit gas stations anyway.

Canada isn't China or India, don't compare us to them. This is a Canadian matter, your opinion is both unscientific, and unwanted.
