অভিন্ন নদী তিস্তায় নতুন দুই খাল খননের বিষয়ে ভারতের কাছে তথ্য চেয়ে কূটনৈতিক পত্র পাঠিয়েছিল বাংলাদেশ। কিন্তু এখন পর্যন্ত ভারত ওই চিঠির কোনো জবাব দেয়নি। আজ বৃহস্পতিবার সাপ্তাহিক ব্রিফিংয়ে এক প্রশ্নের জবাবে পররাষ্ট্র মন্ত্রণালয়ের মুখপাত্র সেহেলী সাবরীন এ তথ্য জানান। সম্প্রতি ভারতের পশ্চিমবঙ্গ রাজ্য সরকার অভিন্ন নদী তিস্তায় নতুন দুটি খাল খননের জন্য জমি বরাদ্দ দিয়েছে। এ সিদ্ধান্ত বাংলাদেশকে উদ্বিগ্ন করে তুলেছে। এ বিষয়ে তথ্য চেয়ে ভারতের কাছে কূটনৈতিক পত্র পাঠিয়েছিল বাংলাদেশ।
এ বিষয়ে অগ্রগতি জানতে চাইলে পররাষ্ট্র মন্ত্রণালয়ের মুখপাত্র বলেন, তিস্তার পানি প্রত্যাহারে পশ্চিমবঙ্গে নতুন করে দুটি খাল খননের বিষয়ে জানতে চেয়ে বাংলাদেশের পররাষ্ট্র মন্ত্রণালয় থেকে দেওয়া কূটনৈতিক পত্রের (নোট ভারবাল) জবাব এখনো দেয়নি ভারত।
আজ নয়াদিল্লিতে ভারতের পররাষ্ট্র মন্ত্রণালয়ের মুখপাত্র অরিন্দম বাগচীও এ বিষয়ে সাংবাদিকদের প্রশ্নের জবাব দিয়েছেন। বাংলাদেশকে কোনো ব্যাখ্যা দেওয়া হয়েছে কি না, জানতে চাওয়া হলে তিনি বলেন, এ বিষয়ে বাংলাদেশের পররাষ্ট্রসচিবের মনোভাব সম্পর্কে তিনি জানেন। তবে বাংলাদেশের প্রশ্নের উত্তর দেওয়া হয়েছে কি না, তা তাঁর জানা নেই।
সম্প্রতি ভারতের ইংরেজি দৈনিক দ্য টেলিগ্রাফের এক প্রতিবেদনে বলা হয়, তিস্তা ব্যারাজ প্রকল্পের আওতায় আরও দুটি খাল খননের জন্য প্রায় এক হাজার একর জমির মালিকানা পেয়েছে ভারতের পশ্চিমবঙ্গের সেচ বিভাগ। পশ্চিমবঙ্গ রাজ্য সরকারের সেচ মন্ত্রী পার্থ ভৌমিকের উপস্থিতিতে সেচ বিভাগকে জমির মালিকানা হস্তান্তর করেছে জলপাইগুড়ির জেলা প্রশাসন। এ জমির মাধ্যমে তিস্তার পূর্ব তীরে দুটি খাল খনন করবে প্রশাসন।
সৌদি ভিসা বাণিজ্যে বাংলাদেশিদের যুক্ততা নিয়ে অস্পষ্টতা
ঘুষের বিনিময়ে অবৈধ ভিসা বাণিজ্যের ঘটনায় সম্প্রতি সৌদি আরবে বাংলাদেশিদের গ্রেপ্তারের খবর জানিয়েছে মধ্যপ্রাচ্যের দেশটির গণমাধ্যম। এ বিষয়ে প্রশ্নের জবাবে সেহেলী সাবরীন বলেন, ভিসা বাণিজ্যে আট বাংলাদেশির মধ্যে ছয়জনের পরিচয় জানা গেছে। ইস্যুটি সৌদি সরকারের স্বরাষ্ট্র মন্ত্রণালয়ের আওতায় রয়েছে। সেখান থেকে কোনো তথ্য পেলে পররাষ্ট্র মন্ত্রণালয়কে জানাবে, তারা আবার বাংলাদেশের দূতাবাসকে জানাবে। সৌদি আরব থেকে আনুষ্ঠানিকভাবে এখনো কোনো তথ্য আসেনি।

শান্তিপূর্ণ ভূরাজনীতির প্রতি অঙ্গীকারবদ্ধ বাংলাদেশ
পররাষ্ট্র মন্ত্রণালয়ের মুখপাত্র সেহেলী সাবরীন বলেন, ইন্দো-প্যাসিফিক ইস্যুকে কেন্দ্র করে বাংলাদেশের শান্তিপূর্ণ পররাষ্ট্র নীতিতে কোনো পরিবর্তন আসবে না। বাংলাদেশ শান্তিপূর্ণ এবং সমৃদ্ধ ভূরাজনীতির প্রতি দৃঢ়ভাবে অঙ্গীকারবদ্ধ থাকবে।

সেহেলী সাবরীন বলেন, ‘দেশের নিজস্ব অর্থনৈতিক স্বার্থ, উন্নয়নকে উৎসাহিত করা, জীবিকা ও মানুষের জীবনমানের উন্নয়ন করা আমাদের পররাষ্ট্রনীতির প্রাথমিক ভিত্তি। প্রসঙ্গত, এসবের অনেকাংশ নির্ভর করে বঙ্গোপসাগরসহ বিভিন্ন সাগর ও মহাসাগরে মুক্ত ও অন্তর্ভুক্তিমূলক বাণিজ্যিক জাহাজ চলাচলের ওপর। উপকূলীয় রাষ্ট্র হিসেবে বাংলাদেশ এ বিশাল বিশ্ব বাণিজ্য রুটের পাশের দেশ হিসেবে ভূরাজনৈতিকভাবে উন্নয়নে সাগর-মহাসাগরে যে কানেক্টিভিটি, তাতে সম্পৃক্ত থাকবে।’
