Officials say it's clear violation of international law

In a flagrant violation of international law, Myanmar has been building a concrete structure in the no-man's land on its border with Bangladesh in Bandarban's Ghumdhum area.

The structure would obstruct the flow of a canal in the area, causing flooding. This would result in displacement of around 6,000 Rohingyas who have been living there since August 2017 following the Myanmar army's crackdown on the minority community in Rakhine, said Bangladesh officials.

Rohingyas expressed fear that the Myanmar army might use the structure as a patrolling station.

Cox's Bazar Deputy Commissioner Kamal Ahmed has sent a letter to the cabinet secretary on Tuesday, expressing concern over the construction work and its possible consequences.

“The Myanmar government cannot set up any structure on the no-man's land. If the structure is built, the Rohingyas in no-man's land will face sufferings as the whole area will go under water,” the DC told The Daily Star on Wednesday.


Prof Imtiaz Ahmed of Dhaka University's international relations department said it was a violation of international law by Myanmar.

“No country can carry out a construction work in no-man's land without a bilateral agreement with its neighbour,” he said.

According to international law, no construction can be done within 150 yards on either side of the border between two countries if there is no bilateral deal to do so.

Rohingyas and locals in Ghumdhum expressed concern that the agricultural land and the no-man's land would be submerged if the structure was built.

Dil Mohammad, a Rohingya leader in the no-man's land, said they would not be able to live there in the rainy season if the concrete structure was built.

“The construction of the structure in the no-man's land is a threat to our security. The Myanmar army could use it as a patrolling station,” he told The Daily Star.

Earlier on many occasions, Myanmar army had deployed troops to the bordering areas and opened fire at the Rohingyas, according to media reports.

In recent weeks, the Rohingyas living in no-man's land have faced growing threats from Myanmar soldiers, who have stepped up patrol along the barbed-wire border fence near the camp in Bandarban's Tambru and ordered the Rohingyas to leave the area over loudspeakers.

The majority of nearly 700,000 Rohingyas who escaped violence in Rakhine settled in Cox's Bazar camps in Bangladesh, but a smaller number insisted on staying in the buffer zone between the borders.

The Rohingyas in no-man's land depend on the aid agencies for their survival. Bangladesh law enforcers don't allow them to get into its territory, except for a few, for shopping in Tambru Bazar to buy daily essentials.

Human Rights Watch in an earlier report said Myanmar forces have laid landmines during attacks on villages and along the Bangladesh border, posing a grave risk to Rohingyas fleeing atrocities.

Yes, very correct. Haseena should have stopped her Jubo League and BCL caders led by Nanak from orchestrating a plot to kill the BA officers in the BDR Pilkhana. The caders were waiting with a microbus across the road in front of the main door of the Darbar Hall and fired at and killed General Shakil.

It started the chain reaction of firing and killing. I have seen quite a few photographs of BDR troops wearing ill-fitting garbs and helmets and with long hair. Were not they fake BDR troops?

You have to dig out the photographs taken in those two days from quite a few points outside the gate. Photographs were not fictitious. I have seen some dressed with BDR fatigue were not standing properly just like our civilians with long hair and the dresses did not fit their bodies. They cannot be BDR troops.

There was a microbus that entered through the unguarded gate and waited just outside the main door of Durbar Hall. When General Shakil and other Officers were brought out at gunpoint, the General was killed by them.

The general troops (Jawans) had no order to kill anybody. But when the General was killed they thought the order was to kill the Officers and they started their own firing. The microbus left the place in the chaotic situation without being noticed. I suspect that Nanak was the mastermind of this conspiracy.

Bhai, you are making some serious accusations. Without some concrete evidence, it cannot be believed. Like Skies said we need to wait for a govt change and then maybe a proper investigation would clear many things.

I have heard one thing from my uncle who was a major in the army back then. Hasina was not involved. Many outraged army officers wanted to oust her back then. They were calmed down by senior officers and army chief Moeen U Ahmed. And they said the govt was not involved.

I have more reasons to believe my uncle who lost his friends in that messacre than some online source.

Ofc they were. The funny thing is, people let them escape. Shame really. This is the kind of situstion which calls for right to bear firearms by citizens

I stated only what I have seen on the internet at that time, long hair, ill-fitted fatigues and helmets and the way quite a few BDR troops were leaning on one leg while standing. However, it is difficult to pinpoint the blame to Haseena only because a sitting govt does not do something that may cause its own downfall. Talking about your uncle Officer, please note one point army people are trained not to discuss State and other confidential matters in the privacy of homes.

Millions of people even today talk about Japanese military atrocities before and during the 2nd WW, but not a single surviving military man ever talked about what really they did during the war. Not even a single word or opinion except saying, "Well, it was a war". It implies something but the words are almost vague.

Burma is definitely on a collision course with Bangladesh, I suspect with full Indian blessings.

India is no friend to Bangladesh. I hope Bangladeshis realize it before it is too late.

It is good, we are happy for those Bangladeshis who are doing well financially.

What I hear from Bangladeshis is that development is hardly benefiting all Bangladeshis and mostly rich businessmen and those connected to Hasina.

Pakistanis have no sour feelings toward Bangladeshi people. You need to get this out of your thinking.

Bangladesh has a duty to take care of its citizens, even those it disagrees with.

India should also treat Indian Muslims and Bangla-speaking Muslims with respect, instead of revoking their citizenship.
