No cut in defence budget : Zardari on his visit to NDU

ISLAMABAD: President Asif Ali Zardari on Tuesday said under the present circumstances, there would be no cut on the defence expenditure as the country was fighting a war for its survival.

Addressing participants of a Security Course at the National Defence University (NDU) here, the President called for building up capability of the defence forces of the country to meet any eventuality.

The government was focussing on a policy of reconciliation and tolerance and would never let the country be taken hostage by non-state actors and forced going into a war, he added.

He said Pakistan desired peaceful co-existence with all its neighbours and added the country and the nation will remain vigilant and prepared for any eventuality.

“We cannot afford to cut down allocations for the armed forces,” he said and added that a cut has been placed on other sectors.

He said wars were never a solution to resolve issues. “War is not part of a democratic mindset,” the President said.

He said the best scenario for terrorists was to be able to operate freely in a “no-state” environment; where their structure overpowers the state structure. However, he said “we should not allow a few to take us to a war, or make us hostage to implement their agendas.”

President Zardari said his government has come up with a doctrine where it has engaged everyone and the focus is on the policy of reconciliation and tolerance. He said that security and defence also depended on a sound economic base and Pakistan was taking all measures to put its economy back on track.

He said that Pakistan government has been urging the international community to give Pakistan and the region a Marshal Plan for rebuilding the economy ravaged by war against terror.

He said the country’’s growth rate was still around 4 per cent and he desired it to rise rapidly so that the government could provide for the have-nots.

He recalled the role the people of Pakistan played in handling the 2.5 million Internally Displaced Persons and said it reflected the strength of the nation. He said all adverse situations can be changed into opportunities.

He however warned against the pitfalls and the challenges that the country faced and said he raised the slogan of “Pakistan Khappay” at a time when the nation was passing through a critical period.

The President said Shaheed Mohtarma Benazir Bhutto always believed that if she abandons the field to terrorists, they would have won by default so she opted to stand up to them.

President Zardari also spoke of government’’s engagements with China, Turkey, the European Union and the United States of America and how it tried to transform the existing ties into more meaningful economic cooperation.

At a Q A session President Zardari said the government had taken up the water issue with India.

About the situation in Balochistan, the President pointed to the steps that had been taken to win the trust of people.

He said a road network was being completed to fully operationalise the Gwadar Port.

Regarding the energy crisis, President Zardari said plans were afoot for meeting energy needs through RPPs and other energy projects besides building 12 small and medium dams in the country.

President Zardari also announced an allocation of Rs 50 million for a new faculty of Contemporary Sciences at the National Defence University in the current financial year and said the government will meet the total requirements of Rs 247 million for the project.

The event was attended by Interior Minister Rehman Malik, Chairman Joint Chiefs of Staff Committee General Tariq Majid and Chief of the Air Staff Air Chief Marshal Rao Qamar Suleman.
