Russia will be in equation from day one.Having military exercise can also be means to decrease the distrust among each other ,its no way the sole indicator of friendliness among the countries.(India and china also had a couple of such exercises.)SCO is nothing substantial right now nor its gonna be any substantial in the near future.Russia does'nt have to have wriiten documents submitted in the UN to treat India as as her ally.
