govts must ask themselves why a nation which pays billions of zakat/sadqa every year voluntarily, don't bother paying taxes .----- we all know the reasons:many people file returns by providing false details which cannot be verified.I think instead of forcing people to become filer we should educate ethics to them in our schools and universities so they pay taxes voluntarily and
govt should rebuild confidence of public through conduct and performance which will promote people to pay taxes
corrupt tax machinery+ exploitative taxation system+ harrasment of the weak+ no accountability of the rich elite+ tax money going in pockets of corrupts etc., etc.,
typical example: we heard the news of fbr going after beauty parlors in karachi which are mostly run by middleclass women --- Did fbr bother going after lawyers mafia who openly denounces tax returns --- this sends a very negative message to the public.
this govt is just wasting time here & there -- instead of dealing with the real issues, they are looking for peanuts from beauty parlors.The flawed law which needs to be fixed and tax filing should be made mandatory for every adult, because telling details of your income and assets is the way to prove that you don't fall in tax bracket. As of now, less than 1% file tax returns, so nobody care about their voices against corrupt fbr as they are minority. When majority will be filing returns, then concerns of majority against fbr can't be ignored.
Being uneducated isn't excuse of not filing return, However uneducated people should demand government to facilitate them in filing returns.
Elites, legislators and squanderers
Pakistan is ruled and controlled by predatory elites in whose hands power and wealth are concentrated. This has been proved in the recent election of 54 members of Senate where allegedly huge funds exchanged hands! The ruling elites - comprising indomitable militro-judicial-complex, unscrupulous politicians, absentee landowners and greedy traders - are engaged in loot and plunder, rent-seeking and snatching of public property. Their lust for more and more control is giving rise to perpetual confrontations risking the very survival of the State.

Reluctant return filers
People have become so indifferent that they are deliberately avoiding registering themselves with FBR knowing very well that once they do so, the officials will make their lives miserable through unlawful orders, illegal demands, freezing of accounts, blocking of refunds and inhuman attitude. They lack faith in tax officials as well as in the tax justice system. They are wary of long and expensive bouts of litigation that culminate as a result of high-handedness of revenue authorities. They suffer immensely due to inefficient, incompetent, costly and corrupt tax appellate system. In High Courts, they have to wait for years to get decisions.
