امام خامنه‌ای در احکام جداگانه‌ای امیر سرلشکر عطاءالله صالحی را به سمت جانشین رئیس ستاد کل نیروهای مسلح و امیر سرلشکر سیّد عبدالرّحیم موسوی را با ارتقاء به درجه‌ی سرلشکری به سمت فرمانده کل ارتش جمهوری اسلامی ایران منصوب کردند.

به گزارش گروه دفاعی خبرگزاری تسنیم به نقل از پایگاه اطلاع رسانی دفتر مقام معظم رهبری، حضرت آیت‌الله خامنه‌ای فرمانده معظم کل قوا، در احکام جداگانه‌ای امیر سرلشکر عطاءالله صالحی را به سمت جانشین رئیس ستاد کل نیروهای مسلح و امیر سرلشکر سیّد عبدالرّحیم موسوی را با ارتقاء به درجه‌ی سرلشکری به سمت فرمانده کل ارتش جمهوری اسلامی ایران منصوب کردند.

متن احکام فرمانده معظم کل قوا به این شرح است:

بسم الله الرّحمن الرّحیم

امیر سرلشکر عطاءالله صالحی

با قدردانی از خدمات خالصانه شما در فرماندهی ارتش جمهوری اسلامی ایران، بنا به پیشنهاد رئیس ستاد کل نیروهای مسلح، جنابعالی را که از سوابق و تجارب ارزشمندی در حوزه‌های فرماندهی و ستادی برخوردار می‌باشید به سِمت جانشین رئیس ستاد کل نیروهای مسلح منصوب می‌کنم.

از زحمات و تلاشهای امیر سرتیپ سیّد عبدالرّحیم موسوی در این مسئولیت قدردانی می‌کنم. توفیق همگان را از خداوند متعال مسئلت دارم.

The main edge that the IRGC has over the Artesh is and has always been in their ability to participate in Iran's Economy! Or else in the past 30 years Artesh has always had the larger budget!
It took decades but the IRGC managed to pull it's self up and the reason they have such a large economic edge over the Artesh is 1st Because of their own funding 2nd The fact that they don't have to spend large portions of their money on refurbishing old equipment.

As for accusations of new weapons I believe overall Iran's Military Budget needs to be increased to ~$40Billion USD & Iran shouldn't base it's Domestic Weapons Accusations & R&D solely based on what would happen if the U.S. attacks. I believe Iran's view as to what a military should be is a little short sighted! Yes, compared to regional states they are far ahead of most regional states in terms of doctrine but globally it's still short sighted & reactionary!

Lets assume we have 450 billion USD economy right now . new DM ( Mr hatami ) asked parliament for at least 5% GDP . and since our parliament shown their love for new DM and country with their 261 votes for him its now safe to say they will approve 5-7% GDP for military budget. in my calculation 22.5-31.5 billion USD .
now lets put 80% budget aside that will leave about 6 billion dollars for R&D and producing needs of all forces ( ground - navy - air ) .
we are talking about future keep that in mind right now their budget is lower than these numbers
what can they do with this 6 billion ? Almost nothing in paper but they did amazing job with this little money

other part of your post is valid point (Irgc economic wing ) but now lets move to more important issues
Once for all we need to sit and find a way to use our military innovations and products in none-military sectors without harming our security ( or minimum harm to it ) . I think there are a lot of useful stuff in our military that we can use in industry or other places .
this way we can have more funds for our other projects that we need and I think its best way for it
after all even internet was a military project right ?
