That is incorrect. You're a Jew if you are born a Jew or have converted by a process akin to adoption. A person who "follows the faith" doesn't cut it.

As Solomon said, conversion to Judaism is a process akin to adoption.
You can't simply say "from now on I follow the faith" and start practicing Judaism in order become a Jew, you have to be "converted" by the religious community (akin to adoption, you can't simply say "I'm adopted" without someone actually adopts you).
In other words, both faith and practicing are required, but not enough.

P.S. 2000+ years ago you could become a Jew just with faith and practicing, without any formal conversion.
