I'm not sure if you know this or not but Pakistan and India have fought several wars with each other. Both countries just don't along. Every Government in Pakistan and India tries to initiate a peace process but something always happens, everything stalls and it's back to square one.

After a year or two, the peace process is attempted again and the same things happen again. As a result, the leadership from both sides comes into contact on regular basis. This has been going on for decades.
