I am of view that on District levels (especially in bigger districts i.e Rawalpindi/Isb, Peshawar, Lahore, Quetta, Faisalabad, Sukkur, Daddu, Makran, Karachi) a Task Force should be set up.
Task Force should have experienced personnel from Police CTD, Para Military, Anti Narcotics, IB / ISI, Analysts from NAB / FIA.
We can use this force for being on offensive. I know it is harder to actually implement it and easier being said. But eventually it will give us a potent Force, rather than all this holla hoop Anti Terror squad popping up every day (not degrading ATS training in anyway).
All Terrorism activities are funded by one or the other way. mostly by Drug Trafficking or through while collar crime money laundering. And here NAB / FIA will play their role, each will get information back from their concerned departments.
for drug trafficking ANF can play its role.

It will take resources in terms of Time and financial, but it will come out to be an effective force.

I'm actually quite amazed and proud to see such a great level of training to these NCT Squad. Forces has been doing some gymnastic i guess. I mean look at the video from 10 sec onwards, forward jump while the soldier in horizontal position on the rough surface. Crawling like they were actually running. Really fast action on target. Unstopables.
Loved it.

We need a 30000 SWAT we need to massively improve both IB and FIA, and IB should be dedicated to counter terrorism role. Biggest cities should have two to three forensic labs and major cities should have one each. Every agency should have its own forensic labs and commando forces and other steps should be taken and taken fast.

swat alone cannot do much of a job without actionable intelligence.
Having better coordination under NACTA is one thing and having a dedicated Task Force for job is another.
Each of the Representative will be sitting face to face, analyzing information being received from each department in order to achieve common goal. an ANF officer will have better knowledge about drug trafficking then FIA, whereas NAB will have more info about WHite collar crime, financial funding etc.
capacity building of each of institution is required, but it will not be effective if there is no integration

It is time that such a force was made. Govt needs to increase manpower to this team and also train the local police in the same way.

I have a better Idea. The biggest set back is that Police is utterly useless incompetent lacking the will and morals to fight terrorism. Police under political junta will never prosper it should be either completely independent which is highly unlikely or Put the entire Police under Military to be rebuilt restructured from bottom up!

Imagine if every individual of our police has such level of training... i mean really impressive training and there moves... its my wish police of all provinces should be given under control of Pak army.. only than we can have corruption-free police and can control all types of crimes.. again salute to army chief for such training for other security forces

If this NCT falls under interior ministry then good for politicians and VIPs and fck common people another force to pay by their tax money. Never saw those existing ATS or elite police commandos serving the common.
