First of all the premise of your question is wrong as Pakistan does not have Islamic Law.

The Civil Code of Pakistan is the same as Indian as they both borrowed their laws from British Common Law. As to the next part of your question, I agree that Indian Muslims would have had more power in India as a block constituency of nearly 40% of Indian Population.
