No, he did that during the Rann of Kutch conflict, and not during the '65 war, AM Nur Khan was the air-chief during the Sept war.
His gamble worked too, the army to this day, proudly claims that they had the upper hand in Rann of Kutch conflict, had the IAF swung into action at that time, PAF would not have been able to stop them, with only Masroor airbase in the South, that too was too far from Rann of Kutch area to respond quickly to any determined attack by IAF, and we would have witnessed whatever happened in '71 much earlier.
I would say that it was a master-stroke by him, it saved the army's skin, and gave them something to brag about before the September war.

Many a citizens have been named looneys and crazies in their lifetime for their comments and ideas---but the titles reversed later on---.
