Well, this is just the way US builds up diplomatic leverage. They use this kind of " activism" to build up a case against a country and then use that to their advantage in negotiations.

So what seems like just a simple population and maternal health protection measure has been twisted into some sort of anti-muslim act, they will next find a couple of Muslims who they will pay to come to the US and depose to some committee. The deposition will be used to hit the Burmese leadership over the head when they need something from them. It's an old Western trick, but other countries are slowly waking up to it.
