Well unfortunately the people of city and region generally have spoken many times and this time it is not even tied to political stigma of MQM and we are just dealing with people living in city requesting fixing of their long awaited water , electrical and Metro services issues.

PPP should detail how they have released the funding for Karachi and other large population zones and show some level of accountability where the $$ is going before we reach next year budget

There is some "Dal main kala" matter if the Mayor is crying foul for last 4 years he does not get administrative funds or rights to manage city affairs

Who has heard of a Mayor who has no financial budget to allocate ?

^^ what are you talking about. Mayor is in office for just 8 months and not 4 years. Also no one pays to WAPDA in Karachi. Wapda doesn't exist in Karachi. There is water board in Karachi but no one in Karachi pays water bills.
I don't think you have any idea about Karachi.
 
All your rants here are without any basis and seriously lack any knowledge.
Karachi gets more than 100 billion in salaries for different department specific to Karachi. Only KMC gets 25 billion annually for salaries. Then you add country's 3 biggest hospitals and country's biggest police force, water board and other department then more than 1/4th of sind budget is spent on salaries in Karachi alone.
And I don't think you know that sind has lowest per person budget allocation when compared to all other provinces in Pakistan including azad Kashmir, gilgit baltistan and FATA.
Also I am sure you don't know that Karachi's water share is decided by federal govt and current share can only meet the demands of half of city population. Even supreme court recently recommended to federal govt to double the water supply to Karachi.

Let's wait for census but punjab have lowest per capita budget at least based on population estimate. Also Karachi population is estimated to be half of Sindh, at least 35-40% of budget should be spent there.

There is only one solution of Karachi ... Fair census must take place & provincial seats must be allocated according to population ... Because Karachi is almost more than 50% of total Sindh ... These waderas would do nothing for Karachi ..........

He did not say that. He said increase quota from 1200 cusecs. Here is what he said in supreme court.
Mr. Syed Mustafa Kamal, Chairman, Pak Sarzameen Party has also filed the
statement before the Commission. The brief of which is reproduced herein. He
has proposed that in order to meet the necessity of water for Karachi for next
50 years, 130 km corridor, which has already been created, having width of
1000 ft. diameter be immediately built and put in use. K-IV Project will only
occupy 100 ft. space and still 900 ft. space would remain unused, which is
more than enough for future requirements. As the sufficient space is available,
K-IV Phase-2 or K-V Projects for acquiring more water may be undertaken.
On the pumping of water from K-III Project, heavy expenses are being
incurred in the shape of K-Electric bills, therefore, to cut down the expenses,
at the first instance water shall be pumped up 25 km on top of rocky mountain
and from that point downwards as by this way water supply will reach the
identified regions by itself through gravity. Population of Karachi is about 23
million, therefore, 1280 million gallons more water is required to fulfill its
needs. Keeping in view current supply of 640 million gallons, there is a huge
shortage of water, therefore, operation of K-IV phase 1 shall be put in the
system immediately and work on K-IV Phase-II be started. In order to get
water to the different areas of the City, the network of new supply lines in the
worst hit regions shall be laid. He has demanded that all the water hydrants
shall be eradicated and the current quota of 1200 cusec water for Karachi be
enhanced.
Actually whatever he said is already being done and there was nothing new. Why don't you read supreme court report. I know its difficult for you to do little work but please go through it and I am sure you will be enlightened.Here is what supreme court said.
Karachi has quota of 1200 cusecs water at present and will receive 260
MGD further after completion of k-IV Phase-1, but still the shortage of
water will not be overcome, hence this quota may be enhanced in
proportion to its population (23 million approximately). And at the
same time, it is also necessary to stop unchecked urbanization in major
cities to keep the water requirement under control.
Look I agree sind govt is not that competent and needs to do much more but not every blame should go to them. Here is one more extract from supreme court report.
Nobody would deny that it is
the constitutional duty of Government of Sindh to ensure provision of
potable water, better sanitation and healthy and clean environment for its
citizens. Water is life and access to unpolluted water is the fundamental
right of every citizen. Under Sindh Local Government Act, 2013
(SLGA), the local Councils (Metropolitan Corporation, Municipal
Corporation, Municipal Committee, Town Committee, District Council,
Union Committee or Union Council) have been assigned the duty to
supply clean drinking water, improve sanitation condition and place an
adequate system of public drains. Part II of schedule II of the ibid law
depicts how such duty has to be executed. However, the council has to
perform such duty in collaboration with and under the supervision and
control of Government of Sindh. Chapter-IX of the said law lays down
that general supervision and control over the Councils shall remain with
the Government to ensure that their activities conform to the purposes
and provisions of this law. If it is found that the Council has persistently
failed in discharging its duties, the Government can suppress the Council
from working and during the period of such suppression can appoint the
person or authority to run the affairs of the Council till the Council is
reconstituted. Section 74 of SLGA amply empowers Sindh Government
to take over the management and control of any institution or service
maintained by a Council in such situation. Nonetheless, Sindh
Government, as is clear from the above discussion, has not been able to
check the rot and improve services of potable water, sanitation and to
create better environment. The relevant departments i.e. PHED, Irrigation
Department, Local Government/Council, and Planning & Development
Department are more interested in development schemes and getting
P.C.I etc. approved than doing some actual work to serve the people.
This approach was witnessed during the proceedings i.e. the schemes are
happily introduced, approvals are granted, money is spent but, since there
is no monitoring of execution and sustainability of such schemes, the
end-result is always more chaos than order. Never responsibility is fixed
and action taken against those who have failed us. This approach of the
Sindh Government is never going to bear any fruit. Merely devising
schemes for the above purposes and approving P.C-I etc. and releasing
funds for execution of them would not absolve the Sindh Government of
its statutory responsibility of providing clean drinking water and healthy
hygiene. The failure of the Government to monitor execution of such
schemes and their sustainability, and in case of shortcomings to fix
responsibility on the all concerned, is itself a failure. There are, no doubt,
relevant institutions/officials and infrastructure to deal with this all, but
apparently, the way these institutions are being run and operated by the
concerned, they have notably failed to deliver on the issues under
discussion.

From 1998 till 2008 muhajir dictator was ruling Pakistan who gave free hand to MQM and is the reason mota ghenda Altaf became like this Then PPP 2008-2013 who looked to take revenge from dictator era by taking away all the powers from MQM. N league actually saved Karachi from going down further, you guys should be thankful to Nawaz.

It is you who assuming this and i never vote anyone. It is your dirty thinking that urdu speaking mean MQM and others. I never says anything against any group and it is you who stated that Urdu speaking rules 10years. So i asked what you guys did? and it a correct question to ask. Pakistan didn't divide into two in Urdu speaking(as per your statement) rules and i have every right to ask questions as a citizen of this country.

Be Pakistan and stop dividing Pakistan based on languages.
