With no intention to derail the thread I would like to put forth the following.

If GOI has the powers to influence all its citizens, if it has all the powers it needs to run the country & enshrined in its constitution, if it has all the means it needs in form of intel, Police etc to enforce its will there is no reason how it can absolve itself of its responsibility for the acts of omission or commission by its citizens. Neither can it hide behind a plea of ' non state ' actors.

A responsible govt is( should be ?) responsible for all acts that happen or emanate from its soil and by its citizens. To that end GOI has to be responsible for what Tamilians do or did in SL.

GOI has to be responsible for what they did or for not being able to prevent what they did. A stray one off case may happen - that too cannot go un acted upon.

The same I feel applies to GOP.

In the instant case, I agree with AZ in post # 18. The diplomat handled it very well.

This is where Saudi looses all its credibility and boasts of tremendous hypocracy. This coming from a minister representating a country where women are not even allowed to drive a car. How the hell they expects the same women to run a freaking business in the 21st century with her wings clipped. Just because Islam is good does not automatically makes X, Y & Z countries good too which incidently happen to follow certain brands of Islam. As the hypocratic minister himself points out, HUMANITY is the core and it is above everything else, it overides all other beliefs (including religion). When one say Pakistan did Mumbai attak, He is pointing fingers at the entire Pakistanis, What will an ordinarny man in Lahore or Karachi get by killing people of Mumbai. I remember last year when Some minister said "we doubt certain elements in Pakistan is involved in Mumbai attack", Our media purposefully changed "certain elements in Pakistan" to "Pakistan".

Another Incident, when a terrorist from kerala was killed by security forces in Kashmir, His family members even refused to see the body, this incident was never reported by any National news channel.

They keep everyone happy through their welfare system. Saudis get monthly allowance, free education free health etc. They have few expenses they have to pay from their own pocket. That is why 30% of them are unemployed, yet not homeless
