MoST to Formulate Standards for Cars Manufactured in Pakistan

The Ministry of Science and Technology (MoST) has for the first time come forward to formulate standards for cars being manufactured in the country. However, stakeholders fear that the move could create hindrances in the manufacture of auto parts.

The issue that there were no standards in the country for cars assembled as well as parts manufactured was pointed out by the Competition Commission of Pakistan (CCP) in a recent report.

It was suggested that the government establish a national standards/safety authority for the auto sector; now, MoST has directed the Pakistan Standards and Quality Control Authority (PSQCA) to take the lead and formulate standards for auto vehicles too.

The CCP had pointed out:

“Realistically, they have no standards to meet or tests to pass,” adding that “car recalls for technical issues are purely at the discretion of the companies and there is no authority for consumers to go to if they are sold sub-standard products.”

MoST has written to the PSQCA pointing towards the issues highlighted by the CCP, emphasizing that there is a need to bring about legal and regulatory changes to establish a separate, independent and empowered vehicle standards and safety authority at the national level to deal with technical and consumer aspects in the automobile sector.

The ministry has stated that regular complaints are received against cars assembled in the country and referred to the report by the CCP in its letter that the lack of any framework was one of the major reasons automobile manufacturers feel no pressure to improve standards.

Excellent. It was a much needed step. I hope they finalize the policy fast and it is implemented from 2019/2020 max!!

I hate suzuki, you know I was struggling to get into this suzuki a week ago. done my knee in because its that f#cking bad. these cars are good for people who are below 5ft.

you must be around 6 feet or so. people five feet or below are probably women only and i observe women with this height can't even drive these cars easily because of the seat height and the pedals distance.

whats your height? Ergonomics are taken into taken account in the designing phase of products.I think this vehicle should have somewhat between 95th to 98th percentile.

An excellent step and I, really. am surprised that there were no standards in the country. Well for the starters they should copy NCAP standards for testing and DIN standard for auto-parts.

Usually, such standards are made and monitored by the ministry responsible for transport and its safety, not by S&T. Does the MinS&T even have the legal remit to draft such standards? Who will monitor their compliance, which is where the real battle lies?

I don't think we even have a ministry responsible for transport and its safety!!

Personally i have always talked about the need to expanding Ministry or Railways into Ministry of Transport and get all sorts of transports under it for better monitoring.

Creating such a Ministry for Transport by merging redundant ministries such as Railways and NHA etc. would be a good start. Although the idea is good, having S&T create a document that has no mechanisms to enforce it would just be another paper exercise, I fear.

There is nothing wrong with just following established EU or EPA/NHTSA standards (or similar) either, including crash tests. After all, such standards take a lot of expensive testing to create. Why re-invent the wheel?

What about the buses? Who is looking into degraded and worthless buses?

Actually, Ministry of Science and Technology do covers "industrial development" so they may come up with a way to implement some security standards with manufacturers. Plus i am quite sure they wont be reinventing the wheel anyway, best they will just study the EU, NHTSA standards and may be modify some as per our requirement. At worst, they will just copy paste them as it is :lol:

Me too! As you also said, why reinvent the wheel!!
However i would like the to study the policy and revise any points that need a revision based on our setup!
