In order to get Kartarpur, India would likely have had to make concessions elsewhere (likely Gurdaspur where Muslim majority districts had been given to India and thus improved its access to Kashmir). Congress found Sikhs expendable and not for the first time. Having said that the BJP hardly cares about Sikhs and in reality Modi probably regards Sikhs as a sect of Hinduism (https://www.straight.com/news/915861/gurpreet-singh-when-punjab-became-indias-laboratory-hindutva).
