It should be mandatory on them to serve their country if they have studied with taxpayers money.
As long as it is mandatory on the male doctors to work in the countrh for a certain amount of time, it would be alright to ask our lady colleagues to do the same.

But people approach the bureaucrats and get exemptions. Right now we do not hold our educated elite as accountable.
Taxpayers fund the higher education, but the doctors/engineers etc. think the money came from the heavens (Mannu Salva).
So there is no concept of paying back the money to the nation or serving the nation.
It is time to change the way Federal gov funds universities.
Money should be given to individual students as loan if they get on the merit list.
If students fail to perform in a given year, there will be no more loan for the next year.
If student completes studies, the loan becomes due.
But the student can go to under-served areas clinic. The clinic then will pay the loan back in installments on behalf of the doctor.
If the doctor fails to show up in the rural clinic, no more installments from the clinic.
This is how you build the accoutability.
Right now it is all mai baap ka mufta maal. Both men and women fail to pay back the nation.
