It may seems that European controls IMF, but in fact it's still under control of US by having the one and only one de facto "veto" right. Washington might let a close European "ally" be the front man, but would never let the final call slip out of its own hands, never.

Well that's understandable. Compare that to the five vetos in that noisy and never agreeing UNSC, money is very real, current world order is the very foundation of Pax Americana.
