Southern cities should do better, because Zhengzhou is basically a northern city, there is seldom heavy rain, and there has never been a typhoon.Like a city in the tropics, it never prepares for a blizzard.

The text message in Chinese is from China Mobile. It says there is a Wing Long UAV being dispatched to your area to provide emergency mobile coverage, which will last for 5 hours.

There was a forecast on this. According to the forecast done over the weekend, the estimated area with the heaviest hit of the rain was Jiaozuo (a city 60km away to Zhengzhou). The estimated rain volume was 500mm in 48hour (July 18 to 19th). 500mm rain is already close to the yearly rain volume in a normal year in this area, so a quite aggressive forecast.

But unfortunately, the forecast was still not aggressive enough. The actual rain volume was 624.1mm in 24hour (8am July 20 to 8am July 21) . What's worse is, in 4pm to 5pm July 20, the one hour rain volume reaches 202mm. And it is this one-hour ultra-heavy rain makes the biggest damage to Zhengzhou.

NO. The Yellow River has become quite stable in the past two decades (at least). And even for Zhengzhou this time, it is more the problem of 内涝 (I don't know how to say it in English), not the problem of Yellow River.

The majority of the floods in China in recent decades were happened to South, mainly Yangtz river area.

ZhengZhou has never seen this volume of rain before in 2 days, not even close. This definitely isn't even a once every decade event.

I doubt if any southern cities could do better. 600+ mm rain in 24hours/200+ mm rain in 1 hour, that's too too crazy for any cities.
