If Chinese gov keeps lock downs to confine people all the time, it will affect the populations at large in a serious negative way and people can easily get angry and rebel esp when they see people are free to gather to watch world cup in Qatar. If some people die becos of uncontrolled free gatherings of the populations, then it only affect a very small percentage of the population, the vast majority wont feel about it as in the US, and people are unlikely to rebel at large.

Its not as easy as you think, you see now more people died from accident than covid, is all due to lockdown and strict policy that prevent many Chinese from covid death.
