The reason why relatively poor countries shine in this list, is because for an expat, his/her disposable income is increased instantly as soon as he/she relocates to such countries.
Higher level unemployment will ensure low labour cost which lowers the cost of living. If the country has decent law and order situation, its not a stretch that an expat will prefer such country.
HDI is not everything in expats point of view. How easy is to assimilate with the local culture there? How multicultural and welcoming those countries are for expat? How is the weather like?
Will I have a better or worse day to day life there?
