'Maoists intend to overthrow Indian govt. by 2050'

I wonder how the Maoist issue came to where it is now, causing 1134 deaths last year(1).

Reading various sources it seems the Union Govt. and different State Govt. dealt with it as a Law & Order issue. Indian LEO countered Maoist brutalities with even a higher degree of brutalities, "Unless we stand up and take notice, we are talking about a genocidal situation," writer Arundhati Roy told a press conference called by civil rights
activists in New Delhi.(2).

According to Council of Foreign Relations the development money the Govt. spends in the affected areas gets lost in the delivery. Wondering what the Govt. is doing about that ?

Its mind boggling to see a low level peasant movement started more than 40 years ago has presence in 40% of the land and earning between 1300 to 1500 crore rupees ( between $250 to $300 million) a year through illicit means.(3)

Even though Maoist strategy is a war of attrition, I don't see Maoist overthrowing Indian Govt by 2050.
