If you're doing a test run with the intention of immediately proceeding to the real thing, as PM you should tell people. Instead of regular briefings, Modi stayed silent. It should have been clear to the migrant workers that the test run would culminate in a real lockdown immediately after the test run. This would have stimulated people into a sensible response, going home if possible or securing their immediate position if possible.

The problem for Modi and India since DAY ZERO is the low testing rate. This presented a falsely low positive rate for domestic and even international consumption. It is highly probable that Modi's inner circle explained to him that sir, the true infection rate is higher, much higher...what to do?

Modi had numerous options...the South Korea option, the China option...he chose to stay quiet and simply GAMBLE that the outbreak would quietly behave and come under control with minimal intervention and minimal embarrassment. Perhaps he had other priorities in terms of hindutva designs and covid came at the wrong time for him. The point is because he still failed to emphasise widespread testing, blamed "foreign travel" and denied community transmission, and consequently failed to trace and isolate contacts, the virus quietly spread.

His epidemiologists explained this to him and then he panicked, setting his lockdown sequence into action in a most amateurish way.

Some may still be wondering in fact, why risk millions of lives if under a thousand are positive, under 50 are dead and all the cases are from foreign travel? Folks would be right to ask that question. Of course, the same question would not be asked if people knew the real extent of spread.

In my opinion, Modi knew from the beginning how quickly this would spread but decided to do nothing and gamble, until now when it's too late.
