On day 1, Modi requested a self imposed JANATA CURFEW which was to be practiced by the citizens and it was on a Sunday.

The second day there was only Lock down and only for 3 days giving people enough time to stock up.

The 5th day, he announced a 21 day lock down which was widely expected , but the grocery stores were kept open. There was plenty of time for everybody to plan ahead.

UP govt did promise them buses. If Delhi decided to ferry them instead of having potentially infected crowds on their streets, good for them. This argument stands even without a promise from UP. It's only natural that there'll be an exodus since these are neighbouring states. It's safer for Delhi to put them on buses instead of letting them walk. They don't even have the Police under them.

If Feku thought that his speeches would prevent this, the guy is even more stupid than I thought. The alternate possibility is much more sinister.
