Major difference between China meritocracy and many other autocratic countries.

China is too big. It is very difficult for commoner to accumulate enough power base and network and rise to the top. The princelings or even the capitalist have huge advantage from the inheritance of power network from their parents.

Hu Jintao, Jiang Zemin could pull this off because they were not far from the revolutionary era.

Xi Jinping has a lot of power because of his princeling network.

After Xi Jinping, say if a peasant becomes the top leader, he could be a lame duck. Even Hu Jintao and Wen Jiabao did not have the power of Xi probably due to their peaseant background.

Eventually the best way is still to rotate the leadership among princelings.

This system could be even more unmeritocratic than the hereditary imperial system.

I would prefer Philosopher King

In dynasty China, actually the rulers are the Emperor and Scholar-official class combined.

"Theoretically, this system would create a meritocratic ruling class, with the best students running the country. The examinations gave many people the opportunity to pursue political power and honor — and thus encouraged serious pursuit of formal education. Since the system did not formally discriminate based on social status, it provided an avenue for upward social mobility."

In contrast, ancient India adopted a system base on CASTE, which formally discriminate based on social status. Caste system blocked an avenue for upward social mobility.

China is meritocracy.

The difference between autocracy and meritocracy is where those elites come from, whom are they responsible for, who do the supervision.

Most of China elites in the government come from the bottom of the society. They climb the political career ladder like in any big enterprises. Performance, leadership, responsibilities, accountability are the KPIs.

In autocratic system, the elites may base on blood, nepotism, caste system, or theocracy. Those elites were born with a silver spoon in their mouth.

I think that's the major difference between China meritocracy and many other autocratic countries.
You live in America and as such I expect you develop critical thinking. Ok I wouldn’t call you as a complete idiot.
There is no perfect government system in the world. Humans are the weakness. If there is no human every system is perfect.
Democracy in ideal form has the best system. It implements division of powers, check and balance, limited terms for politics, government controlled by the opposition.
Who controls Ccp? Who controls the chinese government? Who controls Xi Jingping? Nobody. They are God.

What is the ultimate test of a political system?

Selection and election: How China chooses its leaders

The three ‘genetic defects’ of the Western model

Is it fair for the West to criticize China's human rights record?
Donald Trump needs approval of the congress when launching nuclear weapons.
Does Xi Jingping as commander in chief need any approval when starting a nuclear war?
Does he need any approval when in bad mood starting wars against Vietnam, US, Canada, Australia, Japan, Korea, India, Taiwan, Philippines?
Does he need any approval when he launches another culture revolution?
Human is the major weakness in every system.
Hence it’s important to implement a system of control.

That’s bad.
Democracy is not perfect. It’s bad in many countries and cases because of incompetent or corrupt politicians not because of democracy.
It’s good to have a system in place to remove them from office.
Every citizen has the rights to sue politicians if they violate the constitutions.
Chinese say 90 percent support Ccp and Xi Jingping. Sure, 99 percent Germans supported Adolf Hitler and his racist party NSDAP too. He promised Germany a great future but he led the country into a holocaust.
I hope chinese people are smarter. Because I like China.

While I agree with most of what you said, there is one key point. The President of the US does not need congressional approval to launch nuclear weapons. It is one of the sole authorities of the US presidency.

Ok that means any veto or consultation was removed. I thought the system was still in place. Then any US president can order a nuclear strike at any moment.

As scary as that sounds, yes. The sole authority of the President in launching nuclear weapons was established after the MacArthur Truman dispute in the Korean War.

Here's Exactly What Donald Trump Would Have to Do to Launch Nuclear Weapons

Here’s What Donald Trump Has Said About Nuclear Weapons

President Trump raised concerns when he argued on Twitter that he has a “bigger and more powerful” nuclear button than North Korean leader Kim Jong Un.

In reality, there’s no button. Instead, it’s a protocol designed to allow the President to quickly launch a nuclear strike.

The president still has the sole authority to launch a nuclear attack, though the Senate Foreign Relations Committee held a hearing in November to assess possible changes to that process, and there is an ongoing debate about ways to reform the process.

“I assume the president knows there is no button and he was speaking euphemistically and to let it be known that he has the sole ability to order the use of a far larger number of nuclear weapons than Kim Jong Un,”said Kingston Reif, the Director for Disarmament and Threat Reduction Policy at the Arms Control Association.

Here’s how the president would actually launch a nuclear weapon.

Trump decides to order an attack or a counter-attack
Should a nuclear attack on the United States be imminent, Trump would receive information from the nuclear command and control system about it, and the President would typically confer with his military advisers before making a decision on how to respond.

It’s also possible that the president could decide to preemptively launch a nuclear strike.

As a congressional primer on the procedure notes, the United States has no rules against a preemptive strike, but some in Congress have argued that, in that case, the president should not have the sole power to to do this and should require additional approval.

Either way, however, the next step is for Trump to identify himself to the command center who can actually implement the strike.

Trump identifies himself to the Pentagon
As President, Trump carries an ID card known as the “biscuit” that enables him to identify himself to officials at the Pentagon with unique codes letting them know he is authorizing a nuclear strike. He would also need to specify the type of attack he wanted to carry out; the different options are delineated in the nuclear football.

The U.S. has 800 warheads that are available for use within minutes of ordering a nuclear launch, says Reif; Approximately 400 warheads that are land based intercontinental ballistic missiles and roughly the same amount of submarine launched ballistic missiles.

(As a side note, a former Chairman of the Joint Chiefs of Staff claimed in a 2010 memoir that an aide to President Clinton lost the biscuit and hid the mistake for months.)

Strategic Command launches the missiles
Once Trump has successfully conveyed his orders, Strategic Command, which has operational control over U.S. nuclear forces, would implement them. Reif says that the process of launching the warheads should take a little over 15 minutes—less if you don’t use submarine launched ballistic missiles—a system that was designed during the Cold War, when it was believed that the Russians had warheads that could reach the United States in under 30 minutes. If only
“Deterring such a threat and responding to such an attack was thought to require the capabilities to rapidly launch us weapons before Soviet warheads could detonate on U.S. soil and that would have left very little time for the president to consult with his advisers. Hence the consolidating authority in the hands of the President alone,” Reif explained.

  1. Let's say 4 persons divide a cake, 3 of them made an alliance and decide to take the whole cake, and the 1 left alone was throw out of the window.
  2. I am serious, Weimar Republic has 60 millions people, the Germanic people divided the cake, let the 17 million Semite and many others hunger to death.
  3. Who controlled legally elected Hitler? Who controlled legally elected Trump. Nobody. They are God.
  4. One man one vote, means the majority has a greater power than minority, which is Tyranny of the majority. 62 millions voters supported Trump, 65 millions voters supported Hilary. While Trump almost did everything the majority hate the most. Is it fair and righteous?

Pls learn the US has a democracy that only exists in the US. France has democracy that only exists in France. Germany has another system than the Swiss.

All are controlled by oligarchy. Vietnam is run by people. I support Dan cong san

The US had always asked Ho Chi Minh to conduct a free election but this was what the communist cannot accept.

Upon election power will goes to candidate that receives financial support from big business or overseas.

The people will again be enslaved.

Holding elections is as good as people losing control

Can you challenge the political system/dogma in China, based on the acquired wisdom due this meritocracy ?

There is accountability in chinese system. There is no accountability in western democracy.

When things mess up in China people look for Cpc.

When things mess up in west another oligarch from the same elite network will be voted in. Nothing change

Vietnam is run by VCP, China by Ccp. The difference lies in the beginning letter. VCP chairman has no any executive power. Money runs the world but that’s another story.
