So what form of governance ought Pakistan to have adopted?

To make a long story short, when you're occupied by a European colonial power, you don't adopt there laws, government, education system and military for face value.
Colonial laws were put in place to keep us in line, not to protect our rights.
Colonial governments were established to "legally loot" us, not to govern us.
Colonial education system was established to make us obedient slaves, not to enlighten or open our minds up.
Colonial military forces were established not to protect the colony from outsiders, but to protect the elite from the "natives".
In 1947, we should have expunged the colonial disparagement in all four of these important aspects of our country and society. We chose not to. The same with India.
