You are misinformed, Kaveri developed power upwards of 70kn, which is not bad for first attempt. It's derivative have been cleared for production, for use on UAVs.This is how r&d goes, it's hardly a success in the first attempt. But you'll see in the next ten years, things will start to fall in place. It's just a stage in a country's evolution. When China was at our stage in the economic cycle, in the early nineties, it was not better.
DRDO gets tasks like DARPA and budgets suitable to a third world country. It's hard to judge their performance because the budgets are so low. So one doesn't know where to put the blame. Tejas development cost is 2.2 billion if I remember correctly, which is a fraction of what other programs spend, and they already have the infrastructure. DRDO also gets judged unfairly .
