Oh no, there is TOT for SURE!! That is where the discussions were "stuck" for three years. Otherwise, Pakistan was all set to receive these overnight after that check post incident, as the Chinese were ready to provide these from their active batteries knowing the situation on Pak-Afghan border. But the Pakistani side, civilians specially, were stuck on full or partial TOT (as they want Pakistanis involved with everything to setup these industries inside Pakistan, which is awesome, the right thing and forward looking thing to do for the country). So, this much delay and finally the delivery means there is TOT involved. We just need to find out to what extent the Chinese agreed to provide it :enjoy:

Remember, the Chinese also knew the Russians had offered a few of their capable SAM systems too so why lose a trust worthy customer on just one variant's TOT?? :azn:

Basically H.Khan already mentioned it few months ago ,
Here are his words
"The last company of HQ-16 SAM system will be delivered in August to PAF. Each (five) Company is equipped with one search radar, two tracking vehicles, one command vehicle and eight launchers; each launcher has eight vehicles and each vehicle has eight missiles. These missiles are part of a new integrated Army & Air force command. Pakistan might order another five Companies for the defense Air bases and strong hold installation.
Pakistan has completed the feasibility of integrating HQ-16 with HQ-9 SAM system. The HQ-16 uses a phased-array radar plus track-via-missile (TVM) technology, has an effective range of 30,000 meters at the range of 40 km. It is capable of countering all types of aircraft and UAV and is most capable against cruise missile.
Pakistan has also completed the feasibility of incorporating FM-93 SAM with Chinese CIWS for its Army. "

rediff is not a real source dude! they had even publish a news some years ago that a pakistani general got into fight with another or junior ranked officer, and fight happened in defence.pk. Those buffoons thought that ranks of members here depict that they r actual military officers!

those were fm90s short range for choppers, low flying objects, this is a LOWMAD. @Bilal Khan (Quwa) may know more about this.

Nope, I am talking about the HQ-16. In fact, the Pakistani military wanted FD-2000 with TOT due to its longer range. But the Chinese were reluctant and the price tag was HUGE. Then, the next best thing was the HQ-16.

With HQ-16, Pakistan achieves her goals of setting up internal industry to license produce/ assemble/manufacture these puppies. The goal was to gain experience like the JFT and start to manufacture a Pakistani version of this system (which would eventually lead to building AAMs also as the tech and labor would be available for those ventures). Pakistan already produces short range missiles like ManPads. Those just work on heat seeking or IR fuses and are nothing compared to the complexity of a complete area defense fire control solution.

Pakistan already produces short range missiles like ManPads. Those just work on heat seeking or IR fuses and are nothing compared to the complexity of a complete area defense fire control solution.
dont worry abt FD2000, they r next.....with or without TOT. CPEC security is key word here.

However from what i know and from Ministry of Defence Production book, HQ16/LY80 r brought in ready made condition. But yes it is a pakistani customized version of perhaps LY80E. @Bilal Khan (Quwa) may know more abt TOT and other subjects.

It means all the 5 companies are now deployed and in ready state. So it's the proper time to disclose the news officially.

we do need a single system produced in mass, as age of antiaircraft guns is over

This for sure will have some TOT involved. It could be initially limited to assembly only like they send finished equipment to Pakistan and the local engineers assemble the kits and overhaul them, and slowly, that would turn into the overhauling facility taking more of a R&D or manufacturing role, etc.

LRSAM is more important than MRSAM----firstly---it covers the outer fringes---and also can be used for medium range---.

LRSAM is a deterrent---.
Exactly, we should have adopted top-down approach from LRHASAM (Long Range Hight Altitude SAM) to MRSAM and SRSAMs especially as we have limited budget so first we should cover the entire Pakistan with LRAHSAMs like S-400, then we should further fortify all of the cities (since I guess vital facilities are already protected) and installation with MRSAMs, then we should add SRSAMs to add third layer of defence for bridges, factories, hospitals etc., air bases, and if we have a lot of money, then we should mount man-pads like Anza mk-II on the rooftops of the important buildings like shopping plazas, universities and schools, mosques etc....
