yes it does prevent a large number of them, although there might be some STDs which will only need skin to skin contact to come from one person to another. but the article was talking about proper relationship not sleeping around.

Condoms cannot prevent Sephyllis, warts, herpes & a lot more disgusting diseases.
See this is where the biggest question mark arises, its not about one individual sleeping around rather the partner as well, how will a girl or a boy who is loyal to her/his partner can be certain that his/her partner isn't promiscuous.
AIDS is the later form of HIV, so a person who is HIV+ will always develop AIDS.

how can a married boy or girl know that his/her partner is not cheating on him/her? it is all about trust. Married or no married does not make the difference.
