Looking beyond infrastructure, Punjab builds knowledge park

LAHORE: The Punjab government has initiated yet another project and this time its scope is not limited to key infrastructure development.

The project is a combination of academia and business and research centres and has the potential to convert the province into a knowledge-based economy.

The $1-billion Lahore Knowledge Park was conceived a few years ago, following which Lahore Knowledge Park Company was established in October 2014 to implement this huge project.

The management, which has almost completed its groundwork, is hopeful infrastructure work will commence by September this year and within the next 18 months, its first phase consisting of basic infrastructure facilities along with a couple of life-sciences universities will be completed, hence paving the way for private investment in the project.

“It is a very interesting concept from which the entire world is benefitting,” said Lahore Knowledge Park Chief Executive Officer Shahid Zaman while talking to The Express Tribune.

He said the project had been designed on the public-private partnership model where the Punjab government would spend 20% and the remaining 80% equity would be invested by the private sector over a span of 25 years.

“Lahore Knowledge Park will be a fourth generation park being established over 852 acres of land located a few kilometres from the Pak-India border. It will consist of universities and schools, science and innovation hubs, a retail and central business district, a residential district, an entertainment zone and green areas,” said Zaman while giving details.

“The project will serve as a growth engine for Lahore as it will promote education in five key areas, namely, life sciences and bio-technology, design and creative industry, information technology, computer sciences and science and engineering,” he added.

The financial plan of the knowledge park has been designed by Singapore-based company Frost and Sullivan. Once completed, it is estimated, the project will generate around Rs173 billion in labour income and Rs35 billion in tax revenue.

The total revenue over a period of 25 years is expected to be Rs5.9 trillion, Rs253 billion in labour income and Rs178 billion in corporate income taxes.

“The project has gained immense popularity among local and international investors and a couple of foreign firms have offered to invest the entire equity of $1 billion, however, we as a government want to keep the operational control and encourage more investors to bring their experience and innovation to this park,” said Zaman.

“The project, once operational, will create 40,000 jobs and produce 11,200 PhDs by 2040.”

“I think there is no need for the government to invest more, especially in the first phase that includes basic infrastructure and a couple of universities, since we have been approached by eight to 10 universities willing to open their campuses at the park,” said board member and entrepreneur Almas Hyder.

He said since it was a long-term project, successive governments would have to amend their rules and regulations accordingly for its sustainability.

Lahore University of Management Sciences (Lums) Vice Chancellor and Lahore Knowledge Park Board Member Dr Sohail Naqvi said it all depended on the governments as to how much they intended to invest in higher education.

“The spending has increased over the years and we may see more of such knowledge parks in the future.”

He said the knowledge park board had seasoned and experienced members and the change in governments would not affect the project.

“The project is valuable and attitudes of the governments are now changing; politicians now continue the projects, the main example of which is the Benazir Income Support Programme (BISP).”

This guy is stealing money from rest of Punjab, even the major city like Rawalpindi and using it in lahore to solidify his vote bank. Pindi boys should use their military danda to get money out of Noora rare.

Its tax payer's money? How many of you pay full tax?? Its amazing to hear from people from a nation where only .02% people paid taxes till 3 years ago. All that tax went to building personal wealth for everyone and the country got screwed.

Anyway, if you need to know where the billion dollar is being spent, you should write to the CM's office. Its your right. Its also pretty clear you have no idea about the topic you are trying to sound PhD about. Some of the cost includes (in a typical project like this):

1) Facilities Cost (teaching facilities).
2) R&D machinery / tech and equipment cost. Which is usually very expensive as you are looking at state of the art stuff to be used in R&D. Otherwise, previous generation's R&D equipment, simply won't produce tomorrow's PhD's.
3) International Consultants, Visits, Collaboration. To produce PhD's in various areas, you'll have to do a contract with a reputable foreign institute. Those guys will teach the material and provide consulting services to the students.
4) Research centers, to bring in smaller research centers and actually do the work starting from collaborating with others, but really gaining specialties.
5) Salaries, Scholarships, Grants, Laptops, Food, Housing and other expenses.

I think if you read above, this is more than a billion.

Yes, it is tax payer's money. Pakistanis pay indirect taxes on everything (GST, AIT, WHT, Surcharges, Levies etc). Its a sad state of affairs that the rich and poor in this country pay the same amount of taxes, indirectly.

Point being; even if majority of Pakistanis do not file their returns formally they are still paying through their nose. So your childish argument that "the country is getting screwed because you are not paying taxes" is false. Just to be absolutely clear I am no in way advocating that not paying the direct taxes imposed by our state is right. I am merely stating that we, as a nation, are paying taxes one way or the other.

And you have to be a special kind of moron to ignore the fact that even if we are not paying taxes (which we are actually as stated above), it doesn't mean that we will not have to return the massive amounts of debts this Gov is squandering on corruption and over the top expensive projects.

You need to understand Pakistanis, we want everything to be world class but want to contribute zero towards it.

If anyone takes the initiative or starts the process we must ridicule it, call it corrupt, belittle it. Until such a time if and when it becomes successful then we state how great a idea it was and we were always 100% behind it

So we are early in the process at stage 3,

Stage 1 is where we belittle the concept or idea of any project

Stage 2 is where we belittle the project as it is built and call it corrupt

Stage 3 is where the project is built but we will belittle it and call it a waste of money, this is where we are now

Stage 4 is coming, we will give NO TIME for project to mature and declare it worthless right from the beginning

Stage 5 is where if the project fails we declare we always knew it would and take abnormal glee in failure of projects as if we were enemies of Pakistan

Stage 6 is if project succeeded we would declare that we always supported it

And we would expect a visitor like you to respect our culture and declare this knowledge park CORRUPT!!!!!:mad: until we atleast get to stage 6. This kind of disrespect where you are positive about something good happening in Pakistan is unacceptable, respect our ways or leave this place!!!

Just because the project is initiated by gov of Punjab and not by our beloved KPK (Imran Khan) , doesn't mean it is not going to benefit us and Sharifs will get their cut. Sharifs might stay for 2 more years but projects like these stay and an educational project must be appreciated.

Did I imply anywhere that this is a waste of money? Asking for logic behind Gov's tall claims and (usual) lack of planning attracts ridicule on this forum.

Education will eventually lead to revenue, dont worry.

I am sure it will, but the question was how? And why does it need a billion USD when your primary school network is failing the nation.

Projects like these are definitely welcome. But we need to be able to ask important questions about the money we are spending and how much we are getting in return. I am usually one of the people on this forum to applaud Shahbaz Sharif's projects, heck I even think he is the best person to lead this country much better than IK.

Pak people have historically performed very well in Western countries. The genepool is strong...what is need is a policy to covert this intelligence into jobs.

Knowledge, IT and Biotech parks will help Pak to cut the development cycle and move up the value chain.

But the key is culture and education.

Focus on peace and development....your good country has a role to play in central, sout asia and middle east...

A young and intelligent population you deserve a bright future.

Nice initiative.

But the issue is its too close to terror India border near Wagah side. We want the knowledge park actually be near Ravi river side of motorway.
