No he (S.A.W) did not. Non-Muslims were only prohibited from Makkah and its adjoining regions. Same as it is today. Hundreds of thousands of non-Muslims lived happily all across Arabia for hundreds of years under Muslim rule. Jews were only expelled out of Medina and only after their treason.

Apart from the fact that it's "their country, their rules", non-Muslims have every right to construct their places of worship in an Islamic state under Islamic jurisprudence.
