ISLAMABAD: Another project initiated by the PML-N government in the energy sector has attracted criticism for its staggering price tag.

In a detailed critique, the Pakistan Tehreek-i-Insaf challenged on Monday the government’s plan to import LNG from Qatar, which it said would cost the national exchequer Rs18 billion every year for 20 years.

Last week, the government was criticised for an upward revision of the Nandipur power project’s cost from Rs22 billion to Rs57bn and Prime Minister Nawaz Sharif had ordered an investigation into the matter.

Terming the LNG import deal a mega scam, PTI’s information secretary Dr Shireen Mazari alleged that the ministry of petroleum and natural resources, through a hurriedly drafted summary for the Economic Coordination Committee of the cabinet, had managed to benefit a particular business group.

The ECC approved on July 18 the summary for the import of LNG from Qatar by using Engro’s existing terminal at Port Qasim.

“The LNG will be procured from Conoco Phillips (CP), and not from Qatar on a government-to-government basis, as is being falsely claimed. The so-called government-to-government deal with Qatar will be through the CP, a private US energy company. So why lie to the nation that the deal is with the state of Qatar,” questioned Dr Mazari.

Substantiating her claim, the PTI information secretary said the base cost of LNG from CP was $16.99/mmbtu (million British thermal unit) plus additional cost of about $2.50/mmbtu to be paid to Engro, resulting in a re-gasified LNG cost of $19.49/mmbtu compared to the open market price of $17.707/mmbtu. “This is clearly a mega scam to rob the people of Pakistan by about $180 million, or Rs18 billion, a year,” she said.

Dr Mazari said the most damaging part of the deal was that CP/Qatari proposal would not allow any change in the price over the 20-year duration of the contract, whereas prices were expected to go down sharply over 5 to 7 years.

According to the deal, Pakistan will have to “take or pay” for the committed LNG irrespective of the country’s ability to lift or not. They have already indicated that they will not allow resale of any cargo to a third party.

She said the manipulation by the ministry of petroleum and natural resources that only Engro could provide facilities on a fast-track basis for LNG storage and its re-gasification was an attempt to fool the ECC.

Saeen, gimmicks will go on, no concrete work will be done by these balded twins.They will distribute candies,amongst their bureaucratic mafia for the next elections. Spend money on gimmicks and then around the next elections they will sing the same "Pakistan bachao" mantra.

What facts you are talking about? Please share the proofs instead of rumor proclaimed by Mazari? Where is the contract?

Just for your information, Pakistan is not the only one who are doing this type of contract with Qatar, Japan did it, Oman is getting it from last 20 years, and they will renew next year for 10 years, similarly India is going for same. But our Opposition see fish in every corner.

Just for your information, Pakistan is not the only one who are doing this type of contract with Qatar, Japan did it, Oman is getting it from last 20 years, and they will renew next year for 10 years, similarly India is going for same. But our Opposition see fish in every corner.

As the article said, we aren't doing a contract with Qatar, we are doing it with a private company.

Secondly, we are buying it at expensive rates, and the LNG rates will further drop over the next 20 years, so in 2033, we would still be paying the higher rates of 2013.

Oo Bhai, Rasgas is Qatar owned company and it is G2G contract. Go first read the whole background then speak.

Dear, Even they said in 2003 that prices will drop, but prices went up from 6$. We actually don't know when technology will be ready when Shell Reserves all over the world would be able to use. Also, USA which is expected to force price down is very far from Pakistan. I don't think they will do it any time soon, they are saving their reserves for future.

And also check India is also entering for 20 year project, Oman is going for 10 year extension. Only or Dr Mazari has a vision which other countries like India, Japan, or Oman don't have?

Last not the least, China is expecting to grow their need from 9 million tonnes to 43 million tonnes LNG import by 2020, how exactly prices will fall?

If I were you, I would wait for atleast deal to get finalize and then compare it with atleast our neighbor.

PTI finds fault with leaves fall off a tree, PTI finds fault when roses bloom, PTI finds fault when it gets wet in the rain, cold in the winter and hot in the summer, PTI finds faults when $hit comes out of where its suppose to come out.


PTI has nothing to show in KPK, nothing zilch zero, can anyone tell anything done in KPK, where is change or have the changed the meaning of Word Change - "now in KPK change means - same"

but the bigger question is where is our Kaptan, our super hero...oh getting medical treatment in England..ahhh to ab bani gala main bhi to bijli jati hay na

There is one more aspect.
Pakistan will have to build an regassification terminal. Pakistan does not have one, and building one costs hundreds million of dollars.

nuclearpak even though it sounds like the deal is bad for pakistan and i assure you i am no fan of prime minister this isn't bad of a deal at all.

Price locked in for next 20 years is achievement not a loss people claiming that prices will go down in next five years are living in LA LA land or smoking weed.

Open market price of is $17.707/mmbtu and getting $16.99/mmbtu (million British thermal unit) for 20 years is fantastic.Qatar government was going to charge Open market price that will fluctuate for 20 years and probably wasn't going to offer a fix rate.Getting a fix rate for 20 years is hell of achievement and should be congratulated not laughed at.

Any body here would gladly pay the per/ltr price we used to pay 20 years ago compare to today's prices long term thinking requires short term pains.

As per PTI and media making a mockery out of themselves and complaining the prices are suppose to decline in next five years is based on what?

But she didn't offer any alternatives easier to take cheap shoots when you have nothing to lose cause most in media cheer any thing they cant understand.If she thinks their are others who can do the job fast and less lets hear it.
