So C-17 would have to fly it in and probably they can't be spared for ceremonial utility or sent away from Hindon/Agra to make way for US C-17's to use C-17 facility.

100% certain, how else does the IA get their 124 Arjuns around? How does DRDO move their Arjuns around to various testing locations? They don't use the C-17s especially as these have only been in service a few years.
