Do you mean to say that Mr. Kayani has done some extra ordinary work to be world known. There are many reason why he is known. I am listing a few.
1) He is leading war on terror on it's own soil. Which indirectly means that PA did not perform it's duties well.
2) A couple of times there was report that he might plan a coup. Again that is because Pakistan has so many coups.
Last I have seen many people have not used respectful language Mods is it allowed.

The report quoted retired Pakistani military officials as saying that in an army deeply enmeshed in Pakistani politics, General Kayani had declined to ally himself with any political groups. As a junior officer, he briefly served as a military aide to Benazir Bhutto during her first term as prime minister in the late 1980s, but has stayed away from politicians since then

Three MoUs (memorandum of understanding) for strengthening cooperation in the fields of rural development, education and standardization between the Bureau of Indian Standards(BIS) and Afghan National Standardization Authority were signed between India and Afghanistan during Hamid Karzai's visit to India during 9-13 April 2006. An agreement providing $50 million to promote bilateral businesses between India and Afghanistan was signed during the visit of the Afghan Foreign Minister Dr. Spanta between June 29 and July 1, 2006. During the same year, India raised its aid package to Afghanistan by $150 million, to $750 million.India also supported Afghanistan's bid to become a member of the South Asian Association for Regional Cooperation (SAARC).

I think its better to help your country first then worry about others.
Do you know the poverty rate of India?. Dont you think it would be better to feed your people first than doing reconstruction in Afghanistan.
By doing the drama of reconstruction in Afghanistan you can fool only your own people not Pakistan !!!!
