Man , I have been feeding cats and kittens for more than 4 months and no response from them ( On few occasions they came close to me , sniffing ) . But my neighbor has a feral cat in his house and 3 kittens . They don't fear the owners of the house despite the owners various attempts to shift them out of there .

I tried to get close to those kittens but they started hissing ( may be due to the thing I was carrying )

feeding is not only thing that will work to get close to them if they are stray cat, try to play with them.
Buy cat toy like small white ball (white is their favorite). make a box bed for them. Try to get close slowly when they eat, that is time when you have chance to get close. Anyway do you have another pet type ?
