He was a stupid guy who was fooled by west to betray himself and his country as well as Pakistan. By the way those SAM's were useless, since he had never built them himself and Russia had tipped NATO about their capabilities for example telling them that they did not have simultaneous firing capability and probably even had given the IFF codes of those missiles to NATO which basically meant that they could not lock on the NATO aircraft since NATO fighter jets computers already had all the IFF codes for these missiles. Additionally all those 20,000 missiles were shoulder fired which have a short range and a maximum effective altitude of less than 9,000 feet while all modern Jet fighters can fly near to 60,000 feet or even higher, so those were completely useless against NATO. He needed to have S-300PMU2 systems probably something like 12 batteries of them. Shoulder fired SAMS are only good to defend small number of soldiers in open against helicopters, not cities against fighter jets.
