It's not just about toilets, but sanitary sewer and sewage treatment as well.
If a toilet is not connected to sewage treatment system, it is useless and just a decent way preventing from snooping(urination in public). The ultimate purpose is about public health as opposed to the number of toilets.
Toilets shall be a part of any public facilities.
A car of a bullet train has 3 toilets (1 western toilet, 1 East Asia style, 1 for male urination), and cleaned every hour

@Shotgunner51 Bro, I'm now in Shanghai for business, Shanghai has done a great job. Wuhan is just OK, but not excellent, especially signs which guide the path to a toilet.
You should also mention what language(s) those words are from.What do you guys call potty in your own languages?
