You picked only last sentences however they are postive from perspective of Pakistan. It is well thought out recommendation for re orientation of strategic and tactical response to existing threats.
As a layman if you cannot understand the depth of the post, its not your fault.

Please do comment on strategic reorientation, and the drivers behind the factors of making a paradigm shift in minimum credible deterrence in the light of this statement from a captured TTP terrorist, who btw is not a Indian national or has any credible evidence that links him to Indian state machinery.
