Also, I seriously hope the government introduces road tax. People who can afford cars worth tens of lacs of rupees can also pay road tax.

nope. most are given cars by their employers, others buy after years of saving money. these sort of stupid taxes can be applied where there is a good per capita income, and a good, well connected public transport network.
